- Synopsis: THIS SOURCES SOUGHT IS BEING ISSUED FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE NATICK CONTRACTING DIVISION WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS SOURCES SOUGHT. THE INTENT OF THIS NOTICE IS TO IDENTIFY BUSINESSES, ESPECIALLY SMALL BUSINESS (SB) CONCERNS, CERTIFIED 8(A), HUBZONE, SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB), AND WOMEN-OWNED SMALL BUSINESS (WOSB) CONCERNS CAPABLE OF PERFORMING THE REQUIREMENTS DESCRIBED BELOW. The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Contracting Center, Natick Contracting Division, Natick, MA, in support of US Army Natick Soldier Research, Development & Engineering Center (NSRDEC), is seeking sources who are capable of providing the services outlined below as they relate to Convention for Safe Containers (CSC) Certifications for ISO Containers and Rigid Wall Shelters. The North American Industry Classification System (NAICS) code for this effort is 541990 -Commodity Inspection Services and the Small Business Administration (SBA) size standard is $15M. Background: The Army has a requirement to obtain Convention for Safe Containers (CSC) Certification on ISO rigid wall shelters and containers. In the United States, the US Coast Guard is the top level authority for CSC testing and certification, which in turn authorizes other approval authorities to perform CSC testing and CSC Certification. Requirements: The US Army Natick Soldier Research, Development & Engineering Center (NSRDEC) has an ongoing need to obtain Convention for Safe Containers (CSC) Certifications for ISO Containers and Rigid Wall Shelters. NSRDEC is seeking companies that that are Currently Certified and Authorized by the US Coast Guard to Issue Convention for Safe Containers (CSC) Certifications for ISO Containers and Rigid Wall Shelters. The Company shall be capable of providing CSC Certifications as well as be capable of performing all the tasks to obtain CSC Certifications. The tasks would include all required testing and certification in accordance with International Convention for Safe Containers (CSC) testing per CSC 2012 requirements, 49 CFR 450 and CSC/46 U.S.C. Chapter 805 requirements and ISO 1496-1:2013 requirements. Personnel Qualifications: It is critical that the company be authorized by the US Coast Guard to grant CSC certification and approval of new shelter or container designs, perform CSC testing, and issue CSC plate. The company is also required to have intimate knowledge ASTM E1925 and Army Family of ISO Shelters. Other Requirements: Location Proximity Preference. Companies who are located close to the US Army Natick Soldier Research, Development & Engineering Center, located in Natick, MA are desired. The following are requested: -Proof of US Coast Guard Current Certification -CSC Related Certification Capabilities -CSC related testing capabilities -Submission of 3 most recent CSC related activities details (e.g. testing and certification of 20 foot Army standard shelters) THIS SOURCES SOUGHT SYNOPSIS IS NOT A SOLICITATION. It is a market research tool being used to determine the availability and adequacy of potential business/small business sources prior to final determination of the method of acquisition. Interested parties should indicate interest to the Contracting Officer, in writing as early as possible, but no later than 2:00PM on Friday, 1 JUL 2016. Only electronic submissions are acceptable. Submit electronic copies to alexander.m.ponusky.ctr@mail.mil. This market research is for informational and planning purposes only. The Government will not pay any costs for responses submitted. Failure to submit all information requested may result in a contractor not being considered as an interested party. All service-disabled veteran owned small businesses, certified HUB-Zone small businesses, certified 8(a) small businesses, and women-owned small businesses are encouraged to respond. Upon review of industry response to this sources sought, the Government will determine whether set-aside acquisition in lieu of full and open competition is in the Government's best interest.
