- The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), located in Cincinnati, OH intends purchase one (1) each Ultraportable Greenhouse Gas Analyzer. The instrument will be used in ORD ¿s ongoing Strategic Research Action Plan (STRAP). The Instrument will be needed by August 1, 2016 to meet critical project objectives. This acquisition will be processed in accordance with FAR Part 12 ¿ Commercial Item Procedures and will be set-aside for small business concerns. The North American Industry Classification Code (NAICS) is 334516. The size standard for this code is 500 employees. THIS IS A PRE-SOLICITATION NOTICE is not a request for competitive proposals. No solicitation document is available. The requirements are as follows ¿ instrument must contain an integrated pump that can be used to recirculate air through a closed environmental chamber CH4 measurement range: 0 - 10%, CH4 measurement precision: 1 sec of greater than 0.6 ppb over 10 seconds, Water measurement range: 500 ¿ 70000 ppm, 616Water measurement precision: 1sec of less than 35 ppm over 10 seconds, CO2 measurement range: 1 ¿ 20000 ppm, CO2 measurement precision: 1sec of less than 100 ppb over 10 seconds, 0.01 ¿ 1 Hz measurement rate, Weigh less than 15 kg (exclusive of battery), Operating temperature: 5 ¿ 45 degrees C, Power requirements: greater than or equal 70 W (10-30 VDC), Internal solid state hard drive of greater than or equal to 64 GB, Digital (RS232), analog, and Ethernet data outputs-Include a wireless user interface (tablet and WiFi router) greater than or equal to 40aH LiFePO4 battery with case, charger, and cables to connect to analyzer. Battery + case must weigh less than 8.5 kg, must include a 3-year warranty. The anticipated date for release of the Solicitation RFQ-OH-16-00122 is June 21, 2016.
