Description
REQUEST FOR INFORMATION (RFI) RFI # 0231-16-062-00 THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD) in anticipation of a potential future procurement. NSWCPD is anticipating the requirement to furnish and install an Indoor Alert Notification System at the Naval Surface Warfare Center. NSWCPD is requesting information in order to make an informed determination regarding procurement strategy. A copy of the DRAFT Statement of Work (SOW) is attached. This notification system would serve the purpose of alerting all government personnel in the event of an emergency. This section provides a proposed set of characteristics for this notification system. Responders should indicate whether they can provide a system meeting these desired characteristics, and the details as to how they would satisfy these requirements. If not, responders should indicate what characteristics cannot be met and what the capabilities are regarding these characteristics. Notification System Characteristics: • Digital, Wireless system • Indoor installation • Data signal that is synchronous in up to six (6) Government buildings • Ability to communicate independently to each building, when required • Minimum of two centralized control/monitoring stations • Beacons mounted in prominent locations throughout the building on every floor • System needs to be at a decibel level higher than ambient noise level SUBMISSION OF RESPONSES: Responses shall include specific details regarding the ability to provide the required Notification System to meet the needs of the Government. Responses shall discuss how your product/service will meet the requirements found in the SOW. Responses should also include detailed information on the electrical power, frequency, and any additional technical requirements from the Government that would be necessary for installation of this system. Furthermore, responses should provide further information on the maintenance, calibration, and required software that would be provided in order to ensure continued operation of the Notification System following installation. Responses are not to exceed 15 pages. Responses shall be in electronic format. A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for the North American Industry Classification System (NAICS) code of this RFI and points of contract (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count. NSWCPD will accept only electronic unclassified submission of responses. Responses shall be sent to Matt Riggitano at matthew.riggitano@navy.mil, with the subject line "RFI # 0231-16-062-00". All responses shall be unclassified and submitted by no later than 4:00 PM EST on 20 July 2016. This RFI is for market research purposes only and does NOT constitute a Request for Proposal (RFP). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned. A copy of the DRAFT Statement of Work (SOW) is attached below: STATEMENT OF WORK ALERT NOTIFICATION SYSTEM 1.0 Scope: 1.1 This statement of work establishes requirements for the furnishing and installation of an Indoor Alert Notification System at the Naval Surface Warfare Center Philadelphia (NSWCPD), 5001 South Broad Street Building 4, Building 77L, Building 77H, Building 29, Building 1000 and Building 633. 2.0 Background: 2.1 The contractor shall furnish and install a wireless Indoor Voice Alert Notification System to alert all personnel in the event of an emergency. The voice notification and data signal must be received synchronous in Building 4, Building 77L, Building 77H, Building 29, Building 1000 and Building 633 with the capability of communicating independently to each building if required. The system's beacon will be mounted in prominent locations throughout the building on every floor, preferably on a wall. The contractor shall provide all information on maintenance, calibration and required software to ensure continuing operation of the Indoor Alert Notification System upon completion of the installation. 3.0 Carrier Approval: 3.1 The contractor has 30 days from the award date to complete the installation of the Indoor Alert Notification System. 4.0 System Acceptance: 4.1 The Government will perform an acceptance test of the Indoor Alert Notification System. Acceptance testing shall consist of testing the alert system with a NAYVSSES personnel and contractor present. 5.0 Place of Performance: 5.1 The Indoor Alert Notification System shall be installed at the Naval Surface Warfare Center Philadelphia (NSWCPD), 5001 South Broad Street Building 4, Building 77L, Building 77H, Building 29, Building 1000 and Building 633. 6.0 All work must be performed within a regular eight hour day between the hours of 6:00 AM to 5:30 PM Monday through Friday; work will not be authorized on weekend and no overtime will be authorized. 7.0 The Government shall provide electric power required by the contractor to install the Indoor Alert Notification System. 8.0 Security Requirements: 8.1 The contractor's performance will not require access to any classified information and security badges will be provided to identify the contractor prior to performance of the work. 9.0 Warranty 9.1 The contractor shall provide their standard commercial warranty on the required Indoor Voice Alert Notification System; documentation shall be provided with the submission of the technical/price proposal.
