- RFQ - Modification 1 - CAO: Monday, 6/20/2016 * NOTICE OF EXTENSION: This solicitation is being extended to allow for proper address of vendor questions by the requesting office. See the attached RFQ (Mod 1) for changes. The U.S. Department of State, bureau of International Narcotics and Law Enforcement (INL), United States Embassy – Panama, Narcotics Affairs Section (NAS), has a requirement for a (1) Mobile Command Center vehicle to be donated to the host Government of Panama. The vendor shall provide to the U.S. Government the new vehicle as described on this RFQ for the quoted firm fixed price. Further, the vendor shall properly perform the pre-delivery inspection on the vehicles, and deliver them to the location set forth in Section below (Place of Delivery), of this contract. The firm fixed price shall include the vehicles, pre-delivery inspection, and certificates of origin, operator’s manuals and warranty certificates. All manuals shall be furnished in the English and Spanish language. Total Small Business Set-Aside: IAW FAR Part 19, vendors not considered small under the Primary NAICS Code (33612 - Heavy Duty Truck Manufacturing) will NOT be considered for this requirement. NOTE: The vehicle shall be diesel, and all tank fill ports MUST be labeled “DIESEL” to be found acceptable. The vehicle shall be shipped containing 1/3 tank of Fuel, with oil and lubricants serviced before shipment. Vehicle shall be operational upon arrival at delivery location. This solicitation outlines a "Brand Name or Equal" requirement. The items listed below are intended to be descriptive, but not restrictive, and are to indicate the quality and characteristics of products that will be satisfactory. Bids offering "equal" products (including products of the brand name manufacturer other than the one described by brand name) will be considered for award if such products are clearly identified in their respective proposals, and are determined by the Government to meet fully the salient characteristics requirements listed in the RFQ.
