- The United States Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Fort Detrick, on behalf of the Naval Medical Research Center - Asia (NMRC-A), intends to issue a full and open competition Request for Proposal (RFP) on or about 2 July 2016 with an anticipated contract award on or about 15 Sep 2016. The resulting contract anticipated is a single award, indefinite delivery indefinite quantity (IDIQ) contract with an ordering ceiling of $5M with a guaranteed minimum of $2,500 that will be met through the first task order. The Naval Medical Research Center - Asia (NMRC-A), based in Singapore, is at the forefront of the U.S. Department of Defense (DoD)'s disease surveillance efforts in the PACOM Area of Responsibility (AOR). Within the context of its ongoing disease surveillance activities, the NMRC-A is well-positioned to evaluate novel diagnostics products and therapeutic interventions, test disease control strategies, and to develop local expertise via training to detect and respond to emergent disease threats. In consonance with its mission, the NMRC-A requires contractor services to support the ongoing development, performance and management of research across the Southeast Asia (SEA) region and in collaboration with host-country partners. NMRC-A has a service requirement for onsite scientific/technical (including administrative support) services in support of medical research and development, whether directly provided by the prime contractor or a host-country subcontractor, for NMRC-A. Services are generally categorized under the following topic areas: (1) Disease Surveillance and Epidemiology, (2) Evaluation of Novel Diagnostics, Therapeutic Interventions, and Vector Control Strategies, (3) Disease Ecology, and (4) Capacity Development and Training. Support for these activities will include, but is not limited to: general project oversight; study protocol and document development; development and validation of training materials and standard operating procedures, management of the regulatory requirements pertaining to the conduct of ethical human and animal research (e.g. IRB submissions and approvals); non-Governmental procurement support ; logistical support for shipping and travel; field-site evaluation and selection; subject recruitment and follow-up; biological or environmental sample collection/accessioning/storage; laboratory characterization of collected samples; data management and analysis; translation services to and from English; report generation; and manuscript preparation. A close working relationship, via sub-contract, agreement or other appropriate vehicle may also be required with numerous entities including, but not limited to, regional academic institutions and local health care facilities, as well as with foreign governmental institutions such as Ministries of Health, Ministries of Defense, Environmental and Wildlife Ministries. The source selection will follow FAR Part 15, Trade Off Process. It is anticipated a combination cost plus fixed fee, firm fixed price, and cost type contract(s) shall be awarded to a single contractor(s). The Request for Proposal (RFP) is expected to be issued on or about 2 July 2016. The North American Industry Classification System (NAICS) code for this procurement is 541712 with a size standard of 1000 employees. All interested Offerors shall be registered in the System for Award Management (SAM) database, located at SAM.gov. Due to the unique staffing requirements involved with OCONUS/FOREIGN performance in across the Southeast Asia (SEA) region, interested parties to this RFP should demonstrate their capability and familiarity with engaging foreign personnel and ensuring compliance with local laws and observances, as well as US Department of State requirements. Performance requires a SECRET level security clearance. A question and answer period will be available when the formal solicitation is released. Questions shall be submitted no later than the date specified in the solicitation. Answers to all questions received by the date specified will be posted to the FBO website by amendment to the solicitation. The Government will not guarantee a response to any question after the submission deadline stated in the solicitation. No telephone calls will be accepted. No paper copies of the RFP will be provided and no mailing list will be maintained. This requirement will be posted on FedBizzOpps and Natick Website.
