Description
Contractor Capability Survey The Government is conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to perform production, sustainment, modification, and engineering support for the Miniaturize Airborne GPS Receiver (MAGR) 2000, otherwise known as MAGR-2K on various Navy and Air Force platforms. There are five (5) National Stock Number (NSN) involved in this market research: NSN 5826-01-463-0993, 5826-01-490-3309, 5826-01-463-2309, 5826-01-521-3421, and 5826-01-567-6367. The Government does not own the MAGR-2K "Production Build" drawing/specifications and has no Research & Development dollars available for this contract. All contractors interested shall furnish material, support equipment, tools, test equipment and services. The contractor shall be responsible for providing, maintaining and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. All contractors/institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: 1. Below is a description of the MAGR-2K requirements and a Contractor Capability Survey, which allows you to provide your company's capability. 2. If, after reviewing the description, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business. 3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. 4. Questions relative to this market survey should be addressed to Procurement Contracting Officer (POC) Erica "Wendy" Harris, (478) 926-7443.  MAGR-2K Program PURPOSE/DESCRIPTION The United States Air Force, Air Force Materiel Command, Air Force Life Cycle Management Center (AFLCMC), Global Positioning System (GPS) Joint Service Support Management Office (JSSMO), AFLCMC/WNYBC, Robins Air Force Base, GA is issuing this Request For Information (RFI) as a means of conducting market research to identify parties who have the expertise, capabilities and experience to meet AFLCMC/WNYBC requirements for the MAGR-2Ks listed below: NSN P/N 5826-01-463-0993 6450711-100 5826-01-490-3309 6450716-100 5826-01-463-2309 6450701-100 5826-01-521-3421 6450702-100 5826-01-567-6367. 6450703-100 The GPS JSSMO intends to award a five year, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for production, sustainment, modification, and engineering services of the MAGR-2K receiver. Raytheon Space and Airborne Systems is currently the sole source manufacturer of MAGR-2K. Raytheon's MAGR-2K was a follow-on procurement to the Rockwell-Collins MAGR. The initial MAGR-2K contract, F04701-98-D-0028, was awarded 30 Nov 1998 by Space and Missile Center to Raytheon to produce a GPS Receiver Application Module (GRAM)-based MAGR-2K to replace the Rockwell-Collins MAGR. The MAGR-2K was procured as a Non-Developmental Item (NDI) Line Replaceable Unit (LRU) to provide enhanced positioning accuracy and feedback on the quality of the position accuracy while being backward-compatible in form, fit, function and interfaces to its MAGR predecessor. The MAGR-2K is a receiver of highly modular design. All functional elements have connectors that permit easy removal and replacement during maintenance operations. The MAGR-2K software provides functional backward compatibility by converting the standard GRAM data interfaces into MAGR-2K data interfaces. In addition, it performs the area navigation function and provides the basic control functions. Any change in receiver specifications could result in a loss of interoperability with existing platform integrations and generate substantial costs (integration, training, spares, sustainment, etc.) associated with fielding multiple receivers. Finally, the Government needs uninterrupted MAGR-2K support starting at contract award. The period of performance for the new contract is estimated to be from 30 October 2017 to 30 September 2022. The requirements for the anticipated contract include production, repair, modification and engineering services activities to support all variants of the MAGR-2K, including those components currently fielded, in production as well as components currently undergoing development for the JSSMO, AFLCMC/WNYBC. Specifically, the contract will provide for: 1) hardware procurement of MAGR-2Ks and M-Coded MAGR-2Ks, otherwise known as MAGR-2K-M; 2) repairs of MAGR-2Ks and MAGR-2K-Ms and 3) engineering services. The contractor shall provide all facilities, personnel, equipment, tools, materials (except for Government Furnished Property identified in the request for proposal), vehicles, supervision and all other items and services necessary to perform all program management, production, repair and engineering services.
