- ID02120052 LSJ FINAL FOR MOD 038 VA HR LOB ADDITIONAL SEATS Limited Sources Justifiaction Summary: The requesting Veterans Affairs (VA) activity has an awarded requirement for the design, development, testing, training, deployment hosting, help desk supp or t, and also operati ons and maintenance (O&M) services for an enterprise H uman Resources Information System (HRIS) that will replace the legacy 50 plus year Personnel Accounting and Integrated Data (PAID) system which is nearing its end of life. The new HRIS system being provided by IBM, will provide VA Human Resource (HR) Specialists with personnel action processing capabilities, and both HR Specialists and all VA employees with benefits administration and compensation management capabilities. This enterprise system will serve the entire VA and over 400,000 personnel. These services are essential to provide critical core functionality required by H R Specialists to appoint, separate, or make other personnel changes. HR averages over one million transactions per year due to the size of the V A W orkforce. The new system provides the automated capability to initiate and process a personnel action. It uses automated workflows to i nitiate, review, and approve requests for personnel actions, route personnel actions thr oug h its approval se quence and provide appropriate notifications. The current action, Modification 38, per Price Change Request (PCR) 029, is for additional seats required for VA to reach Full Operational Capability (FOC). The VA d id a massive hiring to support needed medical shortage of resources. Th 1 is hiring has resulted i n the need for additi onal scats for the next deployment. It is necessary to procure 30,000 additi onal seats for the balance of population to be provided access to the IBM hosted syste1n in order to conduct dai l y HR, benefits and compensation related activities using the new Human Resources System. Without system access the remaining population will be un able to perform required tasks as the legacy systen1will no longer be used to provide this service once the June 2016 migr ation is complete. The additional seats will become part of the current operations and main ten ance contract line item 200 l, with a period of performance from date of award through 12/31/2016. The PCR also prices and includes the additional seats for the out year optional contract lin e items for operations and maintenance (3001-8001). Total increase to task order for this modification 38 is $6,360,000.00. However, funded increase for this modification 38 is $600,000.00 which is for the current operations and m aintenance period of performance.
