Description
A02 - Provisions and Clauses by Full Text (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-16-T-0193. This acquisition is issued as an request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87-2. (iv) The associated NAICS code is 333314. The small business size standard is 500 Employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: Quantity One (1): Digital Camera (unit: each) CLIN 0002: Quantity One (1): Spectrograph (unit: each) CLIN 0003: Quantity One (1): Shipping of CLIN 0001 amd 0002 (unit: each) (vi) Description of requirements: Salient Characteristics CLIN 0001 Digital Camera: The Government requires one (1) electron multiplying (EM) - charge coupled device (CCD) digital camera capable of providing single photon sensitivity in the visible for delivery to Adelphi, Maryland. The camera shall allow data to be collected more than one wavelengths simultaneously without scanning the spectrograph, as opposed to a single element detector which can only collect data at one wavelength at a time. The camera shall have all of the following minimum requirements: - Quantum efficiency of 95% at 600 nm or higher for high sensitivity - Pixels at either 1600 x 200 pixels or 1600 x 400 pixels - Frame rate at minimum 30 frames per second at full vertical bin - Dark count rates of 0.01 electrons per pixel per second (e/p/s) or less - Readout noise of one (1) electron or less in EM mode for low noise operation - Clock-induced charge of 0.002 electrons per pixel per frame or less - Digitization of 16 bits for all readout speeds - Software for acquiring spectra must be compatible with Windows 7 - Software library for custom software development, with LabWindows or C compatibility. CLIN 0002 Spectrograph: The Government requires one (1) spectrograph for delivery to Adelphi, Maryland that conforms to all of the following minimum requirements: - Resolution of 0.1 nanometers (nm) or better (at 500 nm with 1200 lines per millimeter (l/mm) grating and ten (10) micron slits, measured in the center of the focal plane) - focal ratio of 4 or less for high light collecting efficiency - a turret for holding three (3) gratings inside the spectrograph to enable rapid change of gratings - communication type must be Universal Serial Bus (USB) 2.0 - Wavelength accuracy of 0.1 nm (with 1200 l/mm grating) - Wavelength repeatability of 0.015 nm (with 1200 l/mm grating) - Gratings 1200 l/mm, blazed for 500 nm, 600 l/mm, blazed for 1000 nm - two (2) input ports; one (1) with a manual slit, one (1) with Fiber Connector (FC) fiber optic input - include an adapter for connecting a subminiature A (SMA) fiber holder and an adapter for connecting a fiber connector (FC) fiber holder - two (2) output ports; one (1) with a manual slit, (1) one that connects and is compatible with the digital camera in CLIN 0001 (vii) Delivery is required no later than two (2) month after contract award. Delivery shall be made to Army Research Laboratory (ARL), Adelphi, Maryland. Acceptance shall be performed at ARL, Adelphi, MD. The FOB point is ARL, Adelphi, MD. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Evaluation Criteria - Supplies (Tradeoff) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will first be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. Those offers that meet or exceed the stated performance characteristics and specifications will then be evaluated in terms of technical aspects above the minimum requirements and of those aspects not addressed in the solicitation performance characteristics and specifications that would be most beneficial to the Government. In particular, the Government is willing to trade-off on price for offerors that exceed the following performance characteristics/specifications and/or delivery time: a) Camera: more pixels (up to 1600 x 1000) lower dark count rate (down to 0.001 e/p/s) lower readout noise (down to 0.1 electron in EM mode) Alternatively, the Government is willing to tradeoff on model type for offerors that offer a significant discount that meet the following characteristics for a factory demonstration model: A factory demonstration model with warranty and a significant discount will be considered. A factory demonstration model is one that has always been owned by the Original Equipment Manufacturer (OEM) or authorized distributor and has been used in said parties' application test labs and potentially in evaluation use at customer sites. A factory demonstration model is one that is complete in terms of included parts as compared to a new camera, and only minor cosmetic blemishes not affecting performance are acceptable. Any warranty conditions must be stated. Camera must meet new equipment performance specification as well. Bidder shall specify "factory new" or "demonstration model" with bid and show New Camera Price to assist in the evaluation. b) Delivery time - faster (down to one (1) month). The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets or exceeds the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include one (1) records of sales from the previous twelve (12) months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, including options, (if any). The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
