THIS SOURCES SOUGHT IS FOR INFORMATIONAL AND MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL, NOR IS THIS A SOLICATION IN ANY FORM. Sources Sought Number: W9133L-16-R-0080 Notice Type: Sources Sought Synopsis: SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) The purpose of this sources sought is to identify which sources can provide one hundred and ninety-two (192) minutemen award statues in two sizes and for the National Guard Bureau (NGB), Arlington Virginia. Additionally, a solid wooden base and brass engraving plate. In addition, the requirement is for three hundred (300) wooden plaques with engraving plates and sixty (60) Eagle awards with engraving plates. This effort is to provide The National Guard Joint Staff with awards for special accomplishments and retirements. Any response to this sources sought is strictly voluntary and is not a commitment by the Government. The Government will not reimburse any responders for any cost incurred for their participation in this sources sought. The Government does not guarantee that any action will be taken beyond this notice. It is the responsibility of the responder to monitor the Federal Business Opportunities (FedBizOpps) website for any additional information pertaining to this requirement. Prequalification Requirements The North American Industry Classification System (NAICS) code for this requirement is 453998 Trophy (including awards and plaques) shops. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DOD contract. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that small business prime contractors must perform at least 50% of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14. Requirement: The below is a draft of the description for this requirement, which is subject to change prior to the release of a solicitation, if a solicitation is released. The Army National Guard anticipates a Firm Fixed Price (FFP) commercial contract via possible delivery date of 1 August 2016 or a possible Blanket Purchase Agreement (BPA) an acquisition for a base year. No options are anticipated at this time. Description of products required: Small Minuteman specification: 1. Small "Concord" style Minuteman statue with Gun, Hat, and Plough. 2. The statue should be sturdy (not fragile) and detailed. 3. The Statue should be detailed enough to observe features. 4. The height of the statue should be 7 ½-9 inches high. 5. The statue should be Antique Bronze in color 6. The base of the contract should be made of solid wood (may be purchased separately) 7. The color of the base should be Dark Brown, such as Cherry, Mahogany, Ash, or Black Walnut. 8. Quantity: one hundred and forty-four (144) 9. Size of the base should be 3 ½ x 2-7/16 10. Engraving Plate must accompany statue base. 11. Color of the engraving plate should be brass. 12. Engraving plate should accommodate up to six (6) lines and up to 100 characters. 13. Engraving Plates must not be attached to the base and have two (2) sided adhesive tape affixed the back of the plate. Large Minuteman specification: 1. Large "Concord" style Minuteman statue with Gun, Hat, and Plough. 2. The statue should be sturdy (not fragile) and detailed. 3. The Statue should be detailed enough to observe features. 4. The height of the statue should be 11 - 14 inches high. 5. The statue should be Antique Bronze in color. 6. The base of the contract should be made of solid wood (may be purchased separately) 7. The color of the base should be Dark Brown, Cherry, Mahogany, or Walnut. 8. Quantity: Forty-four. 9. Size of the base should be 4 x 4 inches. 10. Engraving Plate must accompany statue base. 11. Color of the engraving plate should be brass. 12. Engraving plate should accommodate up to six (6) lines and up to 100 characters. 13. Engraving Plates must not be attached to the base and have two (2) sided adhesive tape affixed the back of the plate. Medium Size Award Plaques Requirements-Specifications 1. Solid Wood Plaque 8x10 Mahogany High Gloss Piano Finish. 2. It must have a 6x8 Black Aluminum Plate with Silver Border Includes Laser Etched Engraving Logos and Text. 3. Quantity three hundred (300). Description of Eagle Award Requirement-Specifications 1. Product is a "Flying Eagle" statue with up/outward spread wings. 2. Product must be of sturdy, non-fragile construction and highly detailed. 3. Height: approximately 12 x 5 inches. 4. Color: Antique Gold/Bronze. 5. Solid Wood Base: Color dark brown (mahogany, cherry or walnut veneer or stain). 6. Minimum Size: At least 4x3 inches to accommodate engraving plate. 7. Engraving Plate: Color - Brass; Plate must include/accommodate up to six lines of text, plain font (up to 100 characters) 8. Engraving plates must not be attached to the base and must have two-sided adhesive tape affixed to the back of each plate. 9. Templated logo(s) and text should be included in estimate. 10. Line 1 Example: EAGLE AWARD (large font) 11. Line 2 Example: Presented to (medium font) Shipping instruction: Statues and plaques must be shipped fully assembled without engraving plates attached. Engraving plates should have double sided adhesive tape attached, but not affixed to base in order for local engraving. Must ship double boxed with all parts and included engraved plates. Instructions: 1. All responders must provide their full organizational name, CAGE code, DUNS number, complete address, full address, and point of contact (POC), POC first and last name, POC telephone number and POC email address. 2. All responders should indicate any small business qualifications pertaining to North American Industry Classification System (NAICS) code 453998. 3. Questions may be submitted by EMAIL ONLY to the Contract Specialist, Mr. Andre Crump at andre.r.crump.civ@mail.mil by June 23, 2016 at 2:00 PM EST 4. Interested sources shall ONLY EMAIL capabilities, experiences, and/or qualifications to, Mr. Andre Crump prior to Thursday, 30 June 2016, 08:00 AM. Oral communications, telecommunication, and faxed inquiries are not acceptable responses to this notice. Responders are encouraged to attach any pictures of previous work. a. Interested sources should send images of samples via email along with proposal at this time. The Government is not be responsible for any costs related to this sources sought incurred by the interested sources. All expenses sustained by interested parties will be at their own expense. 5. Interested sources should, at a minimum, address the following questions: a. Describe briefly the capabilities of your company, the goods and/or services you provide, and the business size of your company (small or large business). b. Describe your company's experience on previous projects similar in complexity to this requirement. c. Describe your capabilities and experience in providing these types of products to military customers, particularly at a large volume and/or continuous requirement. Please provide any contract numbers if applicable.
