- Statement of Work This Request of Information and Sources Sought is for Planning Purposes. The Government does not intend to award a contract on the basis of the sources sought notice or to otherwise pay for the information solicited. Your response to this Request for Information (RFI) will be treated as information only. It shall not be used as a proposal. This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Government requests capability statements from all interested businesses who qualify under North American Industry Classification System (NAICS) code 541620 - Environmental Consulting Services. The capability statements shall address the company capabilities to provide Scientific and Technical Mission Support Services for the National Oceanic Atmospheric Administration (NOAA), Center for Operational Oceanographic Products and Services (CO-OPS) Field Operations Division (FOD), Ocean System Test and Evaluation Program (OSTEP), Chesapeake Instrument Lab (CIL), Information Systems Division (ISD) and Oceanography Division (OD) located at 672 Independence Parkway, Chesapeake, VA 23320, as well as the Field Operations Division Mobile, Atlantic Operations Branch at 7344 Zeigler Blvd., Mobile, AL 36608 and Field Operations Division, Pacific Operations Branch at 7600 Sand Point Way, NE, Seattle, WA 98115. The interested Contractor response should include how the Contractor could provide Scientific and Technical Mission Support Services for CO-OPS, and the listed work sites. Please include in the response relevant experience and past performance. Relevant experience should include technical and scientific support in disciplines such as the physical and oceanographic sciences, engineering, electronics, technical, program and project managers, analysts, administrative specialist, technical writing, and graphical support. Relevant past performance is performance under contracts or efforts (within the past 3 years) that is of the same or similar scope, magnitude, and complexity to that which is described in this sources sought notice. Include a list of a maximum of three (3) current or previous contracts performed within the last three (3) years that are of a similar nature to this request and include: contract number, name and address of the Government agency or commercial entity, description of work and services provided, point of contact with current phone number and e-mail address, date of contract award, period of performance, initial and current contract value, and the extent of subcontracting. The interested Contractor shall include information relating to the companies' size and socio-economic status under NAICS code 541620 with the size standard of $15 million. This information will be used to help determine if a set-aside is appropriate for this requirement. Responses to this RFI are due no later than 11:00 A.M. Eastern Standard Time, Thursday, July 7, 2016. Responses shall be sent via e-mail in to jennifer.peters@noaa.gov. The electronic copy of your response must be in ".pdf format" and readable by the Adobe Acrobat Reader. NOTE: This RFI is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotes (RFQ) or an indication that the Government will contract for any of the items or services contained in this notice. All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to this notice will not be returned. The Government will not reimburse Contractors for any expenses associated with responses to this RFI, though the Government sincerely appreciates Contractor's efforts and input. No federal funds have been implemented to fund any initiative discussed in this RFI. In submitting a response, you are solely responsible and accountable for all of the expenses associated with your response.
