Description
This is not a Request for Proposal (RFP) or a Request for Quotation (RFQ); it is strictly a Request for Information (RFI) as defined in Federal Acquisition Regulation (FAR) 15.201(e). NO SOLICITATION DOCUMENT EXISTS. This RFI is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government for follow-on acquisition. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked as proprietary will be handled accordingly. The U.S. Military Academy at West Point is anticipating to offer a sole-source, brand-name purchase order to Canberra Industries for the Lynx Digital Signal Analyzer and Genie2K Software. This RFI is seeking other, comparable Digital Signal Analyzers that may be substituted for the Lynx. Any substitute device must meet the following criteria: "Fully integrated Multi‐Channel Analyzers (MCAs), each with dual 32K channel spectral memory. These will be used to record precise radiological measurements intended to verify and validate the MCNP6 code, so the spectroscopic capabilities required by our office greatly exceed that of typical DSAs on the market. In other words, the NSERC requires all‐in‐one spectroscopic workstations. Specifically, the NSERC requires these devices to include advanced signal processing filters for coincidence timing, delay, and gating, which is required for planned experiments. These MCAs must also be capable of providing both multi‐trace and triple‐range oscilloscope analysis for trouble‐shooting and pulse analysis of our radiation detectors. Similarly, we require the MCAs to provide multiple counting modes, such as PHA, MCS (including both modes, simultaneously, of course), LFC and MSS. These devices must also possess integrated software that is approved for use on the USMA Network, and we require 10/100 Ethernet, USB, and TCP/IP communications to integrate with our digibases and other digital pre‐amplifiers. Lastly, we require all this to support web‐based set‐up and operations compatible with approved spectroscopic software."
