Description
This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, the Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the Government ¿s intent to issue a contract using other than full and open competition to the National Academy of Sciences (NAS), in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Bureau of Safety and Environmental Enforcement (BSEE) anticipates entering into a cost-reimbursement (no fee) contract with the National Academy of Sciences (NAS) for the project entitled, "Root Cause Analysis Workshop and Follow-on Study on Subsea Bolts Performance and Critical Drill-Through Equipment Fasteners". The NAS will conduct a root cause analysis series of workshops that will serve as an unbiased neutral forum with wide audience acceptability to address issues and advance the understanding of subsea connector / bolt performance. NAS will determine the optimal material properties and coating requirements associated with fasteners used in critical safety components and equipment in offshore oil and gas sub-sea operations. BSEE will utilize the information derived from the round-table to enhance and promote the environmental protection and safety in the oil and gas operations offshore utilizing bolts sub-sea. Executive Order No. 12832 states, in part, that "when a department or agency of the executive branch of the Government determines that the Academy, because of its unique qualifications, is the only source that can provide the measure of expertise, independence, objectivity, and audience acceptance necessary to meet the department or agency's program requirements, acquisition of services by the Academy may be obtained on a noncompetitive basis..." BSEE has determined that the NAS through the National Academy of Engineering (NAE) and the National Materials and Manufacturing Board (NMMB), is the only entity that possesses the unique qualifications, cumulative expertise, and objective position necessary to meet program requirements. Procuring the services from NAS will ensure a level of research independence that is free from any potential conflicts of interest, thereby ensuring a measure of expertise, independence, objectivity and wide audience acceptance. The independence of NAS ensures objectivity of the scientific research and mitigates the potential for outside industry interest affecting the oversight and participation of specialized committee meetings. It is anticipated this effort will have a twelve (12) month period of performance. The applicable NAICS Code is 541690, Other Scientific and Technical Consulting Services. This is NOT a request for competitive proposal. However, responsible sources may identify their interest and capability to respond to the requirement by emailing the Point of Contact (POC) listed below, by close of business 6 July 2016. Responses received by close of business 6 July 2016 will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
