Description
The U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Regulatory Research (RES), intends to award a noncompetitive purchase order to North American Technical Center (NATC) at the University of Illinois, located at 216 Talbot Laboratory, 104 South Wright Street, Urbana, IL 62801-2983. The acquisition is conducted under the authority of Federal Acquisition Regulation 13.106-1(b) "Soliciting from a Single Source." The U.S. Nuclear Regulatory Commission (NRC) proposes to enter into a sole source arrangement with NATC to provide membership for the NRC to participate in the Organization for Economic Cooperation and Development/Nuclear Energy Agency (OECD/NEA) and International Atomic Energy Agency's (IAEA's) Information System on Occupational Exposure (ISOE) program. NRC has been participating in the ISOE program through the NATC since 1994. The NATC is the only North American entity recognized by the OECD/NEA and the IAEA as being the organization through which North American nuclear electric utilities and regulatory agencies participate in the ISOE program. ISOE provides a forum for radiation protection professionals from nuclear electricity utilities and national regulatory authorities worldwide to share dose reduction information and operational experience to improve the optimization of worker radiological protection at nuclear power plants. No other source is known that offers a membership that provides the required services available through the ISOE program. The anticipated period of performance is five years. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541712 "Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)" and size standard is 1,000 employees. The Government intends to solicit and negotiate directly with NATC. The anticipated award date is July 31, 2016. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to Rachel.Glaros@nrc.gov. No faxed documents will be accepted. If no responsive statements are received by July 5, 2016 at 3:00 PM EST, an award will be made to NATC at the University of Illinois.
