- This is the solicitation. COMBINED SYNOPSIS/SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/quotes are being requested and a written solicitation will not be issued, however RFQ FA4600-16-T-0004 is attached for reference. This solicitation is being issued as a request for quotation (RFQ) under FAR subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items. This combined synopsis/solicitation incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2005-88, dated 16 May 16. This requirement is being competed as Full and Open Competition. North American Industry Classification System Code (NAICS) is 485510 - Charter Bus Services (except scenic, sightseeing), with a size standard of $15.0M. All qualified small businesses under this industry are encouraged to submit quotes. DESCRIPTION OF REQUIREMENT: Offutt AFB requires 40 buses of 44-53 passenger capacity each to provide shuttling services for airshow spectators from parking areas off base to the airshow entrance on Offutt AFB. Services will be performed 0845-1800 on 30 Jul 16 and 31 Jul 16. APPLICABLE PROVISIONS AND CLAUSES: See attached solicitation FA4600-14-T-0004, pages 6 through 22 for applicable clauses and provisions. The following clauses and provisions apply to this acquisition: FAR 52.212-1 Instructions to Offerors (No Addenda), FAR 52.212-2 Evaluation - Commerical Items (Best Value), FAR 52.212-3 Offeror Representation and Certifications - Commerical Items (No Addenda), FAR 52.212-4 Contract Terms and Conditions - Commercial Items (No Addenda), FAR 52.212-5 - Contract Terms and Conditions Require To Implement Statues or Executive Orders (No Addenda). This solicitation is subject to the Service Contract Labor Standards FAR 52.222-41 Wages under this contract are subject to the attached prevailing wages on pages 42 through 54 of FA4600-14-T-0004. STATEMENT OF WORK (SOW)/PERFORMANCE WORK STATEMENT (PWS) The SOW/PWS is located on pages 22 through 24 of FA4600-14-T-0004. CONTRACT LINE ITEM NUMBERS (CLIN's) CLIN 0001 - Vendor shall provide all personnel, equipment, tools, materials, fuel, buses, drivers, supervision, and other items and services necessary to transport airshow spectators using 44-53 passenger buses for the route specified below IAW the statement of work on 30 & 31 July 2016. ROUTE 1 SOUTHROADS TECHNOLOGY PARK (rear lot), 1001 Fort Crook Rd., Bellevue, NE 0845-1200 6 buses with drivers running continuously 1200-1800 8 buses with drivers running continuously CLIN 0002 - Vendor shall provide all personnel, equipment, tools, materials, fuel, buses, drivers, supervision, and other items and services necessary to transport airshow spectators using 44-53 passenger buses for the route specified below IAW the statement of work on 30 & 31 July 2016. ROUTE 2 BELLEVUE UNIVERSITY (Harvell Circle off Harlan Dr.), Bellevue NE 0845-1200 6 buses with drivers running continuously 1200-1800 8 buses with drivers running continuously CLIN 0003 - Vendor shall provide all personnel, equipment, tools, materials, fuel, buses, drivers, supervision, and other items and services necessary to transport airshow spectators using 44-53 passenger buses for the route specified below IAW the statement of work on 30 & 31 July 2016. ROUTE 3 BELLEVUE EAST HIGH SCHOOL, 1401 High School Dr., Bellevue, NE 0845-1200 6 buses with drivers running continuously 1200-1800 8 buses with drivers running continuously CLIN 0004 - Vendor shall provide all personnel, equipment, tools, materials, fuel, buses, drivers, supervision, and other items and services necessary to transport airshow spectators using 44-53 passenger buses for the route specified below IAW the statement of work on 30 & 31 July 2016. ROUTE 4 BELLEVUE WEST HIGH SCHOOL parking lot, 1501 Thurston Ave., Bellevue, NE 0845-1200 6 buses with drivers running continuously 1200-1800 8 buses with drivers running continuously CLIN 0005 - Vendor shall provide all personnel, equipment, tools, materials, fuel, buses, drivers, supervision, and other items and services necessary to transport airshow spectators using 44-53 passenger buses for the route specified below IAW the statement of work on 30 & 31 July 2016. ROUTE 5 AFWA HQ parking lot, Offutt AFB, NE 0845-1200 6 buses with drivers running continuously 1200-1800 8 buses with drivers running continuously DELIVERY OR PLACE OF PERFORMANCE INFORMATION: All work in this contract will be conducted at Offutt AFB, NE. QUESTIONS DUE DATE AND TIME: All questions concerning this solicitation shall be sent not later than 12:00 PM on 28 Jun 16. A question and answer (Q&A) will be posted approximately 2 days after all questions are in. OFFER DUE DATE AND TIME: Quotes for this solicitation are due on 5 July 16 at 12:00 PM, CST. LATE OFFERS: Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in this solicitation by the time specified in the solicitation. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref.
