- Purpose for this Amendement is to extend the closing date to allow for review and submittal of offers. The closing date is extended to June 28, 2016, 2:00 pm MDT. Date Questions are to be received from Offerors has also been extended to June 24, 2016, 10:00 am MDT. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 63095201023 and this solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87. The United States Section International Boundary and Water Commission, (USIBWC) requires removal and upgrade of current Annunciator System for USIBWC Falcon Dam Field Office. This is a 100% Small Business Set Aside. The associated North American Industry Classification System (NAICS) code is 335314 - Relay and Industrial Control Manufacturing with a corresponding small business standard of 750 employees. Only offers from small businesses will be considered for this solicitation. Offerors are highly encouraged to attend a site visit prior to submission of an Offeror's quote. A Site visit may be arranged with Mr. Alberto Hinojosa, 956-848-5211. Site visit shall be arranged by June 3, 2016. Offer due date/Local time: June 28, 2016, 2:00 pm MDT. Only questions submitted by email to Sylvia.Grindstaff@ibwc.gov will be considered. Questions received from Offerors after 10:00 am MDT on June 24, 2016 will not be responded to. The IBWC is seeking price quotes for: Please quote unit price and total price for Contract Line Item Numbers: CLIN 001. CLIN Structure: CLIN 001 Description: Supply and install new generator electro-mechanical relays. Contractor shall follow Scope of Work requirements in which specify the complete work for the Falcon Power Plant. Qty: 1 Unit: SV Unit Price: $ Total Price $ CLIN 002 Description: No Cost Receiving Line Qty: 25 Unit: EA Unit Price: tiny_mce_marker.00 Total Price tiny_mce_marker.00 Grand Total $ Refer to the attached PWS for description of the requirement to include dates and places of delivery, inspection, and acceptance. The destination for FOB Destination shall be the Falcon Dam Field Office. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable. Technical acceptability will be based on Technical Approach and Past Performance. Technical Approach - Provide a two (2) to three (3) page narrative addressing the items in the SOW. The narrative shall at a minimum include your plan of action, equipment, key team members, and schedule. Past Performance - Provide three (3) references for similar projects. The information shall include name of person, company, phone number, email address, and brief description of the project. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acquisition.gov. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
