Product Description Brand Name This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals must be received prior to 9:00am EST on July 6, 2016. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition.The solicitation is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 with a small business size standard of $38.50M. Potential vendors are to submit an itemized quote as well as submit sufficient supporting documentation which details product specifications. This supporting documentation will be used to determine whether or not the quoted items meet the requirements of the solicitation. Information about current or previous vendors providing this/these or similar services such as; Contract Information, Vendor Name, Contract Number, Pricing, etc. WILL NOT be provided to potential bidders. Only one award will be made to one vendor that can provide all items/services at the LOWEST PRICE TECHNICALLY ACCEPTABLE. The United States Marshals Service requires the following item. Base Period of Performance : Date of Award to one(1) year out - NowSecure® Lab WORKSTATION-Mobile app security assessment software 1 year term license Quantity 2 each - One (1) workstation license - One(1) Android agent license - One(1) iOS agent license - One(1) iOS smartphone - One(1) Android smartphone - One(1) Apple MacBook - One(1) VMWare Fusion -Mobile app security features include Authentication Analysis (SSL enforcement), Network traffic capture and analysis (MITM, Proxy intercept), Forensic Analysis (memory, RAM, insecure data storage) and Reversing/Binary/Advanced tests -Term software license, requires license key (software includes-based IP protection and usage control) ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within 36 hours prior to close of the solicitation may not be considered*** All quoters shall submit 1 (one) copy of their technical and price quote. All quotations shall be sent via e-mail: Email: Esther.Fraser@usdoj.gov Please reference this combined synopsis/solicitation number on your correspondence and in the "Subject" line of your email. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. Award shall be made to the quoter whose quotation offers the lowest-priced technically acceptable solution (LPTA). To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." Submission shall be received not later than the response date listed above. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). E-mailed submissions are accepted and are the only preferred form of submission. Please see attached Product description requirements and BRAND NAME document. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34.
