- Synopsis: The U.S. Army Corps of Engineers (USACE) Portland District intends to solicit small business construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for the construction of the Columbia Stock Ranch Ecosystem Restoration located in Columbia County, Oregon. Project Description: The Columbia Stock Ranch (CSR) site is 936 acres and located on the left bank of the Lower Columbia River between river miles 75 and 77, in Columbia County, Oregon. The project site is downstream from the Lewis River confluence, between Sandy Island and Deer Island Slough. The work to be performed under this contract consists of the construction of two new railroad bridges, removal of domestic buildings, excavating channels, constructing a new levee, constructing seepage berms, constructing tide gates, constructing culverts, and breaching an existing levee to create a shallow water habitat at the CSR site. The work will also include clearing and grubbing, seeding, and planting of new vegetation at the CSR site. Acquisition Strategy: The solicitation will be a request for proposal (RFP). The Lowest Price Technically Acceptable source selection process will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government will include options in the RFP. This acquisition will result in a single firm-fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $10,000,000 and $25,000,000. Set Asides and Codes: This acquisition is a total small business set-aside. All eligible small businesses under the NAICS code may submit a proposal in response to the RFP. This effort is classified through the North American Industry Classification System (NAICS) under code 237990 - Other Heavy and Civil Engineering Construction ($36.5M). The FSC is Y1PC - Construction of Unimproved Real Property (Land). Proposal Period: The solicitation is scheduled for release on or about 6 July 2016. The tentative date for receipt of proposals is on or about 5 August 2016. Plans and Specifications: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to receiving an award. Point of Contact: The USACE-NWP Contracting Office will be the sole point of contact for this action. E-mail responses to the Primary Point of Contact, Mr. Ryan S.
