Description
Statement of Work. This notice is hereby issued in accordance with FAR 5.203. It is the intent of the National Severe Storms Laboratory to negotiate a firm fixed price purchase order under authority of FAR 13.106-1(b), as there is only one responsible source and no other supplies or services will satisfy the agency requirements. The Government intends to negotiate solely with Meteomatics GmbH, St. Gallen, Switzerland. The sole source determination is based on the National Severe Storms Laboratory's (NSSL) requirement for atmospheric soundings from the surface to 2500 ft AGL obtained by Unmanned Aircraft Systems (UAS) at two sites within 100 km of Enid, Oklahoma, in winds as strong as 40 knots. Soundings will be done during 1-2 week periods of time (TBD) in October-November 2016 and May-July 2017, with a four-hour notification of deployment from the staging site in Norman, Oklahoma. The observations must be obtained in a column with a radius of no more than 100 m. Planning and coordinating activities for this requirement is anticipated to begin in late August/early September 2016. The NAICS code for this acquisition is 541712; the associated size standard is 1000 employees. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment and services that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
