- New Solicitation Number is W911SG-16-R-1010. The Mission and Installation Contracting Command - Fort Bliss (MICC-FB), Texas anticipates issuing a solicitation for a contractor to provide Security Guard Services throughout the northern part of the range in support of the Directorate of Emergency Services (DES) at White Sands Missile Range, New Mexico. This requirement was previously solicited under solicitation number W9124Q-15-R-0105 which has since been cancelled. General Information: The contractor shall be responsible for the full range of security guard services to include but not limited to, the planning and scheduling of roadblocks in support of the test mission, and management of all roving patrols throughout the northern part of the range. The contractor shall perform in accordance with the standards outlined in the Performance Work Statement (which be provided with the posted solicitation.) The procurement will be solicited competitively as a total small business set aside. The Government anticipates a Firm-Fixed-Price (FFP) contract award. The period of performance is anticipated to begin 01 August 2016 through 31 July 2017 with four (4) one-year option periods. The North American Industry Classification System (NAICS) code is 561612 with a size standard of $20.5M. Prospective offerors shall be registered in the System for Award Management (SAM) in order to be eligible to receive an award from the solicitation. Release date: The anticipated posting of the solicitation will be within 15 days after the publication of this notice. A separate document titled "Questions and Answers" will be posted as an attachment at a later date to respond to any questions that may come up after the site visit. NOTE: All interested vendors, including the ones attending the site visit, shall submit questions before 3:00 PM Mountain Time on Monday, May 23 2016. Questions received after this due date / time will not be answered. Also, when the "Questions and Answers" document is posted, an amendment to the solicitation form SF30 will also be attached. The purpose of amendment (SF30) to the solicitation is to remove the following FAR clauses: 52.207-3, 52.233-1, 52-232-1, 52.243-1, 52.249-2, 52.249-8, 52.250-1. The purpose of amendment #0002 was to incllude the revised PWS removing the non-guard verbage and to attach revised map and the Questions and Answers. The purpose of Amendment #0003 was to add two questions that were inadvertently left out. When submitting proposal, please include a signed copy of solicitation amendment #0001, amendment #0002 and amendment #0003.
