Description
U.S. Customs and Border Protection (CBP) intends to negotiate on a sole source basis, under authority of FAR 6.302-1, with International Technidyne Corporation, 6260 Sequence Drive, San Diego, CA 92121-4358 to support CBP's Southwest Regional Science Center (SWRSC) in Houston, TX requirement to replace an obsolete Color and Brightness Meter. The current instrument is out of service and cannot be upgraded to Windows 7. The instrument will also allow the laboratory to enforce Anti-Dumping Orders (i.e: A-570-916 Laminated Woven Sacks from the PRC) that requires a brightness measurement. Technidyne instruments are used throughout the paper testing and production industry within the United States as well as overseas. Several types of imported merchandise entered as paper products under Chapter 48 of the HTSUS are subject to anti-dumping orders if they are coming from specific countries (ie. China, Australia, Brazil, etc.). This instrument will be used to determine the GE Brightness of these paper products according to the TAPPI Method 452. The anti-dumping orders can increase the duty rates from free to 149% (China), free to 138% (Australia), and free to 41% (Brazil). Technidyne is the only vendor that produces an instrument that measures the GE Brightness of materials exactly according to the TAPPI 452 Methodology. Other vendors produce instruments with software packages that will convert a different type of brightness measurement into a TAPPI Brightness number; however, they do not conform to the required method. Therefore, obtaining an instrument that can conduct the test as designated by the TAPPI 452 Method is essential for CBP operations. The SWRSC conducted Market Research seeking vendors that produce an instrument that tests the GE Brightness (TAPPI 452 methodology) of materials and no other vendors could be found. Technidyne was found to be the only vendor that sells the instrument required to enforce the anti-dumping orders (A-570-022 Antidumping from the PRC, A-602-807 Antidumping from Australia, etc.). The Government intends to solicit and negotiate directly with International Technidyne Corporation. No solicitation package will be issued. This notice of intent is not a request for competitive proposal. If any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their capabilities in writing via email to brice.winston@cbp.dhs.gov. Verifications of receipt of responses are the sole responsibility of the interested party. If no responsive statements are received by 28 June 2016 at 12:00 PM EDT, an award will be made to International Technidyne Corporation. The anticipated award date is 29 June 2016.
