Description
Draft Statement of Work for review and comment. REQUEST FOR INFORMATION 1. Overview 2. Not an RFP 3. How to Provide Input 4. Next Steps 1. Overview The Connecticut Army National Guard is seeking input on a draft Statement of Work to procure a modular Sensitive Compartmentalized Information Facility (SCIF), RFI-MSCIF. 2. Not an RFP This is not a Request for Proposal (RFP); there is no solicitation available at this time. Requests for solicitation will receive no response. This Notice is not to be construed as a commitment by the government, nor will the Government pay for information received. Industry feedback is being sought in order to assist in completing a Statement of Work reflective of industry capabilities. The Government reserves the right to reject in whole or part any industry input as a result of this RFI. The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. This RFI is not a guarantee of a future solicitation, work, or contract. If the Government decides to award a contract for this or a related effort, a solicitation may be posted on the FedBizOpps website. 3. How to Provide Input Submit input via email only to 2LT Oliver Gagne at oliver.b.gagne.mil@mail.mil. Your email subject line must contain RFI-MSCIF. Please read all of the attachments before submitting. No telephone calls will be accepted. No feedback from this RFI will be posted on the FBO website. Questions and comments from businesses will not be posted or shared outside of the Government. Questions submitted will not be posted on this RFI. The CTARNG is seeking the following information from Potential Respondents: Business size information Previous Army National Guard contract experience for similar items Instances where Davis-Bacon Act was applicable to the modular SCIF acquisition Contractors "best" cost estimate given the attached SOW You may mark on any of the documents attached to this posting and submit a revised document, or you may submit your own attached Word or PDF document. All emails will be received as simple text; should you submit within the body of your email, please ensure there are no tables, colors, or other HTML coding destined to be stripped. All contributions will receive an email confirmation after submission. If you do not receive an email reply, check the email address you are sending to. Do not call to see if your message was received; allow the Points of Contact time to receive and then answer your submission via email. Procurement Integrity Act Applies Businesses are reminded that the Procurement Integrity Act applies. Per 41 U.S.C. S. 423(b) and FAR 3.104-3(b), "A person must not, other than as provided by law, knowingly obtain... source selection information before the award of a Federal agency procurement contract to which the information relates." Do not ask questions to Government personnel other than the points of contact listed above. 4. Next Steps The Government anticipates revising the SOW and all Attachments based on industry involvement and then determining acquisition strategy for future procurement.
