Description
U.S. Customs and Border Protection (CBP) intends to negotiate on a sole source basis, under authority of FAR 6.302-1, with Rigaku Americas Corporation, 9000 New Trails, The Woodlands, TX, 77381-5209 to upgrade CBP Chicago Laboratory's current Rigaku Ultima IV X-Ray Diffraction Spectrometer (XRD) using instrument control and data analysis software operating on a Windows XP platform. Rigaku is the Original Equipment Manufacturer of the XRD. The CBP Chicago Laboratory is upgrading the software to a version compatible with a Windows 7 platform. This upgrade will provide the necessary minimum requirements to operate the instrument and meet CBP's Laboratories and Scientific Services Directorate Equipment Computer Security Mitigation Plan. The current XRD control and data analysis software will be replaced with a version that will operate on a Windows 7 platform. The Government intends to solicit and negotiate directly with Rigaku Americas Corporation. No solicitation package will be issued. This notice of intent is not a request for competitive proposal. If any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their capabilities in writing via email to brice.winston@cbp.dhs.gov. Verifications of receipt of responses are the sole responsibility of the interested party. If no responsive statements are received by 28 June 2016 at 12:00 PM EDT, an award will be made to Rigaku Americas Corporation. The anticipated award date is 29 June 2016.
