- This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE), New Jersey intends to award a contract for three (3) each Model D585, Very Low Pressure Calibrator (VLPC). The VLPC will be used to calibrate the Pressure Decay / Back Pressure Test Set (PDBPTS), P/N 74D460625-1001, which is used at the Organizational (O) level of maintenance. The PDBPTS functionally tests and validates the integrity of F/A-18 fuel cell bladders by measuring differential and back pressure. The VLPC is required to calibrate the PDBPTS differential pressure gauge at the Intermediate (I) level of maintenance. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis to Measurement Instruments East, Inc., Blairsville, PA under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Measurement Instruments East, Inc. Measurement Instruments East, Inc. is the only supplier that can provide this requirement, as they are the Original Equipment Manufacturer (OEM) for the VLPC and can guarantee the equipment meets the original performance characteristics, design features, and operational instructions that is required in the Instrument Calibration Procedure (ICP). The Government does now own the data or drawing rights required to make this a competitive procurement; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. Responses must be received within seven (7) days of publication of this notice.
