- Federal Business Opportunities Information Date: 2016 June 22 SOLICITATION NO. W9128F-16-R-0078 On or about 18 July 2016, this office will issue Request for Proposals for construction of the Installation of Digital Governors, Big Bend Dam, SD. The solicitation will close on or about 18 August 2016. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. A site visit date and time will be issued with the advertisement package. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See ‘Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) The purpose of this project is to award a contract to install government furnished digital governor retrofit kits and controls on the eight hydroelectric generators at the Big Bend Dam near Fort Thompson, South Dakota. The governors retrofit kits are assembled by the American Governor Company. The existing governors at Big Bend are original mechanical-cabinet actuators. The installation Contractor will follow contract requirements to remove portions of the existing governors and install the new Government furnished digital governor controllers. Control schematics and detailed wiring diagrams will be provided for one unit and the contractor will be responsible for adapting the wiring design for remaining seven units. Work entails dealing with electrical controls, programmable logic controllers, hydraulics, bracket/mount fabrication, wiring, and painting. The installation Contractor will also use the erection engineering services provided under the main supply contract as directed by the Government. The estimated construction cost of this project is between $1,000,000 and $2,500,000. ____________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 1080 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
