- Notice of Intent to Sole Source ERDC Contracting intends to solicit on a sole source basis under the authority of FAR 13.106 to SEAPINE SOFTWARE, INC. This procurement is being conducted under Simplified Acquisition Procedures (SAP). Seapine Software, Inc. is the only known source that can provide Seapine license renewals for existing licenses and supply new licenses as required to accommodate and expanded user group requiring access to Seapine. Licenses are required to receive software updates. Seapine Suite and TestTrack RM software is used to manage requirements for Real Estate applications as well as test cases and test results for the Government Acceptance Testing of these Real Estate systems. Seapine provides the following functionality: Ability to review requirements and requirement documents Ability to add notes, provide estimates, view status of requirements Ability to send email to developers and stakeholders in relation to requirements Ability for stakeholder to review and approve requirements The existing Seapine licenses expire on 30 September 2016. Seapine Suite Named Maintenance Renewal 15 Seapine Suite Floating Maintenance Renewal 10 TestTrack RM Reviewer Named Maintenance Renewal 20 Seapine Suite Named License (new license) 5 Seapine Suite Named Maintenance (new license) 5 Seapine Suite Floating License (new license) 5 Seapine Suite Floating Maintenance (new license) 5 TestTrack RM Reviewer Named License (new license) 5 TestTrack RM Reviewer Named Maintenance (new license) 5 TestTrack RM Reviewer Floating License (new license) 5 TestTrack RM Reviewer Floating Maintenance (new 5 license) TestTrack RM Floating Maintenance Renewal 2 TestTrack RM Named License (new license) 5 TestTrack RM Named Maintenance (new license) 5 TestTrack RM Floating License (new license) 3 TestTrack RM Floating Maintenance (new license) 3 The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. CST on June 29, 2016. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
