Description
Pre-solicitation Synopsis This is a synopsis of proposed contract action in accordance with FAR 5.201(b)(1)(i). The Government plans to solicit and make an award for this requirement to only one source, Mercer Engineering Research Center (MERC), under the authority of FAR 6.302-1 and 41 USC 253(c)(1) utilizing Basic Ordering Agreement (BOA) # FA8059-12-G-0001. This is not a request for competitive proposals. Solicitation packages are not available. Requirement includes essential engineering, research, and development for the KC-46A Tanker Defensive System. Research and development will provide multiple operational Mission Data Files (MDFs) for the December 2016 Air Force Operation and Test Center (AFOTC) Operational Test and Evaluation. The required services and product deliverables (classified and unclassified) require parametric analysis of intelligence data for designing and building ALR-69A MDFs for the KC-46A test and follow-on programs. Deliverables will include the MDFs, Mission Data tool reports, design documents and reports and findings from test completion. The Department of the Air Force, 763d Specialized Contracting Squadron (763 SCONS/PKC) intends to issue a Cost Reimbursable sole source order to MERC. Period of Performance includes a base period and two 12-month option periods. The offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through the SAM website at https://www.sam.gov/portal/public/SAM/. The planned period of performance is as follows: Base Period (1 Aug 16 - 31 Jul 17) Option Period 1 (1 Aug 17 - 31 Jul 18) Option Period 2 (1 Aug 18 - 31 Jul 19) Please note that all dates listed in this synopsis are tentative and are subject to change.
