Description
Presolicitation Notice for Validation/Demonstration of a Zero-VOC/HAPS-NC Wash Primer for Department of Defense Weapons Platforms In accordance with FAR 6.302.1 Only one responsible source and no other supplies or services will satisfy agency requirements The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis Validation/Demonstration of a Zero-VOC/HAPS-NC Wash Primer for Department of Defense Weapons Platforms to Ecosil Technologies Inc, 160 A Donald Drive Fairfield, OH. The Ecosil wash-primer approach will consist of two phases 1) Process coating validation and 2)field testing. Phase 1 will validate the processing and testing conditions of the new ZVOC/HAPS-NC wash primer system developed by Ecosil. Phase 1 will have a 12-24 month period of performance. During Phase 2 the product must pass the initial laboratory testing during Phase 1 prior to going forward with the demonstration. Ecosil developed the new ZVOC/HAPS-NC wash primer system and is the only source that can provide this environmentally friendly coating. This notice of intent is not a request for competitive quotations; however, any firm believing it can fulfill the requirement identified above may submit a written response which shall be considered by the agency. The written response shall reference solicitation number N68936-16-T-0254 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
