Description
Amendment to extend Combined Synopsis/Solicitation The Government will award a contract resulting from this RFQ to the responsible offeror whose quote is the lowest price and meets the requirements of the SOW. Quotes are due by 12:30 PM Eastern Standard time on Wednesday July 6, 2016. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. Quotes shall be submitted via email to Cherisse.Hall@va.gov. The questions period is now closed. Responses to Questions Please define operationally how the interface with EST Fireworks alarm system will operate? The existing EST3 system already has an older version of Fireworks (not to be confused with the Edwards Fireworks control panels) which will be upgraded to a UL Listed WorkStation. This Network Fireworks Upgrade will Interface to the existing EST3 system and to the New VOIP modules via Cisco UL Listed Switches (TCP/IP). Please define the VoIP and speech functionality? The Pre-Programmed messages and/or Live Messages stored with in the Main EST3 panel on site will be distributed via TCP/IP using EST VOIP Modules to the HPSA's (High Power Speaker Array's). The Network Fireworks software will be used to determine what messages and what speakers will activate. The VoIP modules must also be UL 864/2572 listed for this purpose. Please provide example Use Cases to assist in understanding required system behaviors? That is not part of this RFP. However the system shall have the capabilities to receiving messages from the text-to-speech (TTS) module interface. Will the system activate one speaker array and message separate from the other speaker array and message? The system will have the capabilities to operate any speaker independently. Does the existing Edwards Fireworks system have the ability to generate outbound email? Yes, the EST Network Fireworks software has the capability to automatically generate outbound emails. Does the existing Edwards fire panel have Voice Capability with deployed speakers indoors? Yes, many of the building have EST3 with Voice Capabilities indoors. Is it expected or desired that an integrated system result in voice alerts capability via deployed speakers? Yes, the system is to be integrated. Is there an available line-level audio input and contact closure on the installed EST fire panel? Yes The Audibility Study seems to indicate Sound Collision between the two LRAD units. How much sound collision, understandability is acceptable? - I am waiting on my sound engineer to answer this question. My first thoughts are, on site gain control will be used to fine tune the system once installed. The Sound Coverage map was given to simulate proper coverage and unit counts. How much sound collision, understandability is acceptable? - Between the 2 EST HyperSpike Speakers there is expected to be some sound collision. The interaction between two or more acoustic sources is governed by physics and will occur no matter who manufactures the sources. The acoustic arrival of two or more sources sum (in-phase) or cancel (out-of-phase) based on frequency, phase and distance from each source. The UFC 4-021-01 revision in 2010 provides us basic guidelines that can be utilized. Intelligibility may be less... in areas of the zone if a personnel can determine that a voice signal is being broadcast and could walk less than 25 m (82 ft) to find a location in the zone with a CIS score of at least 0.8. As long as the message level is high enough over ambient that a person can determine that a message is being broadcast and they can travel 25 meters or less to achieve intelligibility, then the system will be acceptable
