TECHNOLOGY/BUSINESS OPPORTUNITY Preventive Radiological and Nuclear Detection Vendor Equipment Rodeos and Capability Demonstrations Opportunity : Lawrence Livermore National Laboratory (LLNL), operated by the Lawrence Livermore National Security (LLNS), LLC under contract with the U.S. Department of Energy (DOE), is offering the opportunity for national and international vendors to participate in preventive radiological and nuclear detection (PRND) equipment vendor rodeo and capability demonstration events held at various U.S. end-user venues throughout the year. LLNL is seeking industry businesses with a demonstrated experience bringing PRND capabilities to the U.S. market for law enforcement and public safety applications. Background : LLNL staff support law enforcement and public safety jurisdictions, at the state, regional and agency level, in developing systematic and coordinated programs and plans for detecting, interdicting, and assessing radiological and nuclear encounters within the region. These plans include determining jurisdictional PRND capability needs and priorities. Description : Vendor PRND Capability Demonstrations Vendors provide a 15-30 min closed-door briefing composed of a technical capabilities presentation and "hands-on" demonstration of equipment functionalities. The specific equipment makes, model and capabilities are selected based on stakeholder interests communicated through the program development effort. Capability Demonstrations are typically one to two days in duration, depending on stakeholder breadth and depth of interest, with six to twelve vendors presenting per day. A strict schedule is maintained to ensure stakeholders are briefed on all of the vendor/capabilities of interest. Equipment demonstrations typically include, at a minimum: •- Personal Radiation Detectors (PRDs): gamma, neutron, 1-9, exposure rate, extended range, spectroscopic, and wireless communication options •- Radioisotope Identification Devices (RIIDs): NaI, LaBr, HPGe, neutron, and underwater options •- Backpacks: gamma and neutron detection, isotopic identification and wireless communication options •- Mobiles: gamma and neutron detection, isotopic identification, communication, and configuration options •- Detector communication systems Equipment Rodeo The equipment rodeo is an inclusive event, with all vendors (manufacturers and distributers) that offer PRND equipment invited to participate. Self-paced vendor displays and equipment stations are typically open in parallel with the capability demonstrations. Low-level radioactive source station(s) are set up for participant equipment capability exploration. Equipment Rodeos typically span: •- PRDs •- RIIDs •- Backpacks •- Mobile radiation detection systems •- Portals (portable and stationary) •- Low-visibility detection •- Detector communication systems Stakeholder Participation All state and local agencies that have a role in the detection and resolution of radiation incidents are invited to participate, including command, operations, and planning staff from law enforcement, fire/emergency response, HazMat, transit, bomb squad/EOD, SWAT, environmental investigation, fusion centers, National Guard, emergency management, health, environment, and safety. Multiple representatives from an agency are encouraged to attend. Typical rodeo participation level is 40-80 participants from 20 to 45 Federal, state and local agencies. These events are NOT open to the public; advance registration is required. Advantages : The PRND Equipment Rodeos and Capability Demonstrations is an efficient technique for connecting stakeholders to appropriate vendors and capabilities. These events help operational planners and end-users become familiar with the range of PRND capabilities and options available on the current market, better informing them of the technologies best suited for their specific applications and budgets. The Rodeos and Capability Demonstrations help vendors gain valuable end-user interests and feedback on their products, as well as build stakeholder relationships in regions with budding PRND programs. Potential Applications : The PRND Equipment Rodeos and Capability Demonstrations focus primarily on preventative detection for use by law enforcement and public safety agencies during their steady-state, special event, and incident-driven detection activities; purely response-based equipment (such as radiation survey meters, contamination monitors, electronic dosimeters, etc.) are included only by specific stakeholder request. Development Status: The Equipment Rodeos focus on equipment that is already to market. The Capability Demonstration vendor briefings may include information related to equipment under development; however, discussions at the group briefings are typically non-proprietary. Follow-up discussions may include proprietary information, with non-disclosure agreements implemented as warranted.
