Description
This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), Agency for Toxic Substances and Disease Registry (ATSDR) hereby announces its intent to award a sole source contract to The Navajo Nation Tribal Government, Morgan Blvd., Bldg. 2, 1st Floor, Window Rock, AZ 86515-1390 for the purpose of conducting community health education, outreach and participant follow-up assessments for continued implementation of the Navajo Birth Study Cohort project. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 541620, Environmental Consulting Services. The period of performance for this procurement is one 12-month period. The purpose of this procurement is for The Navajo Nation Tribal Government to conduct community health education, outreach and participant follow-up assessments for continued implementation of the Navajo Birth Cohort Study. In addtion, they are to support ATSDR's cooperative agreement by conducting study participant recruitment, survey administration, developmental screening assessments, and other activities to address the public health impact of non-occupational exposure to uranium among Navajo mothers and their infants. The Navajo Nation Department of Health (NNDOH) is the only vendor that can provide this support. A unique skill set is required to perform these activities as follows: Established long-term trusting relationship with the Navajo Nation: Long-term trusting relationships with the Navajo Nation are necessary to overcome the socio-cultural issues that have been associated with discussing reproductive health and pregnancy. In order to effectively conduct environmental and health outreach in Navajo Nation, a demonstrated history of working with other Navajo agencies such as Navajo Nation Environmental Protection Agency to educate the Navajo community on environmental health issues is required. Fluency in Navajo language with the capacity to effectively translate medical terminology: The traditional Navajo language largely spoken throughout the Navajo Nation. The ability to communicate (both oral and written) with the Navajo people in their native language is required to conduct this work. In traditional Navajo culture, language is a powerful tool that can manifest into reality. Therefore, previous experience in correctly and respectfully interpreting medical terminology in the Navajo language is necessary for proficient health education. Cultural competency/sensitivity. Cultural competency in health education involves understanding the historical and current beliefs, values, behaviors, and attitudes of the Navajo people in order to effectively communicate health messages. Previous experience with developing successful maternal, child, and environmental health programs that have incorporated the traditional Navajo beliefs is pivotal to facilitating effective health communication and capacity building for this project. NNDOH is the only organization that possesses this unique skill set. NNDOH has developed a level of trust in the community that is unparalleled and has an in-depth knowledge of the historical and cultural complexities of the Navajo people. NNDOH has consistently met the challenges of delivering culturally sensitive health care services, health education programs and outreach services to the Navajo people and is the only organization that has cultivated long term health education relationships at the local level throughout the Navajo Nation for over 30 years. NNDOH's Community Health Representative (CHR) Program is utilized to provide community-oriented health promotion, disease prevention, advocacy, and primary care services to the Navajo Nation. The CHRs are fluent in the Navajo language and are able to translate complex medical concepts into the Navajo language. They are trained health education specialists that live and work in the Navajo Nation, and serve as liaisons between the health care providers on the reservation. The Navajo community and CHRs have established a strong level of trust in the Navajo community. As a Navajo Nation governmental institution, NNDOH possesses the special capability to strengthen and sustain the capacity of the tribe to protect and advance community health. NNDOH has established successful maternal, child, and environmental health education programs. The success of these programs demonstrates NNDOH's proficiency in developing community partnerships that incorporate traditional Navajo beliefs in health education. In order to accomplish the project objectives of providing educational outreach and developing capacity building efforts to increase prenatal care and mitigation of uranium exposure in the Navajo Nation, NNDOH must conduct the work. After review of other agencies that could possibly conduct the community outreach, participant recruitment, and follow-up assessments activities for the Navajo Nation, the Navajo Nation Department of Health (NNDOH) was the only agency that had the experience in conducting community outreach and educational and training activities such as health fairs, forums, and presentations that are culturally sensitive and respective of the Navajo culture and values. This group has a history of work on a wide range of Navajo culture outreach projects. Therefore, no other entities met the need requirements of the project objectives of providing educational outreach and developing capacity building efforts to increase prenatal care and mitigation of uranium exposure in the Navajo Nation our smoke analysis. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will issue only one solicitation to The Navajo Nation Tribal Government. However, all responsible sources who believe they can meet these requirements may submit their capabilities/qualifications to Tonya S. Justice, Contracting Officer, via email to TJustice@cdc.gov NO LATER THAN 2:00pm EST on July 5, 2016. Reference solicitation number 2016-Q-65274 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
