- THIS IS A PRE-SOLICITATION NOTICE ONLY. The work consists of providing all labor, management, supervision, tools, materials, equipment, and transportation necessary to perform the project entitled "Complete Rehabilitation of Chesapeake & Ohio Canal National Historical Park (CHOH) Lift Lock #3 and Lift Lock #4". In general terms, the scope of work for this project involves the complete disassembly, stabilization, and reconstruction of Lift Lock #3 and the rehabilitation of Lift Lock #4 and portions of Level 4, ensuring that the lock and adjacent structures are watertight. On Lift Lock #3 the (2) two timber lock gates will be replaced in kind and the historic hardware will be removed and reinstalled to the extent possible. In locations where the hardware is damaged beyond repair, custom metal hardware will need to be created. In addition, the brick plaza that surrounds the lock will be removed and replaced in kind when construction of the lock is complete. This work includes repaving the brick plaza, replacing the site furnishings, light poles, bollards, water fountains, trees, and landscaping. Portions of the project site contain contaminated soils, including the presence of hydrocarbons. Removal and disposal of these materials will be required. On Lift Lock #4 the ashlar laid stone walls of the lock will be raked and repointed and any deteriorated stones will be repaired using a Dutchmen repair or replaced. The bottom of the historic lock walls will be dry-packed at the interface with the bedrock below. A portion of the lock wall will be dissembled to remove embedded tree roots and then replaced. The historic stones will be documented prior to disassembly and returned to their original locations when the wall is rebuilt. The (2) two timber lock gates will be replaced in kind and the historic hardware will be removed and reinstalled to the extent possible. In locations where the hardware is damaged beyond repair, custom metal hardware will need to be created. Portions of the project site may contain contaminated soils, including the presence of hydrocarbons. Removal and disposal of these materials may be required. This resultant award will be a Firm Fixed Price Construction Contract. The period of performance for this effort shall be 485 days from the Notice to Proceed. This is a Full and Open Unrestricted Acquisition. All large business offers must submit a Small Business Subcontracting Plan and All Offerors will be required to submit a Participation Plan that meets or exceeds the mandatory Total Small Business Participation requirement of 30% of the total contract value (through collective small business participation from any type of small business or sub-category small business). The contract will be awarded on a best value tradeoff basis utilizing price and non-price factors. The solicitation will be issued as a request for proposal, using NAICS Code 237310, Highway, Street and Bridge Construction ($36.5M). Site visit information will be in the posted solicitation. The solicitation documents will be issued on or about July 7, 2016 and will be posted on Federal Business Opportunities (http://www.fbo.gov/). This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation.
