REQUEST FOR INFORMATION FA8056-16-R-0001 Air Force Installation Contracting Agency 771st Enterprise Sourcing Squadron Facility Demolition Services CHANGES: The 771 ESS uses the RFI process in order to improve market intelligence. This RFI includes two surveys, along with a draft SOW, to accomplish that purpose. All interested large or small businesses are encouraged to respond. However, any action or lack of action will not constitute a binding commitment on behalf of the Government, nor will it preclude any business from participation should a solicitation be released. For further information, please review the DISCLAIMER and Section 3. Summary of Amendments: Amendment 2: This adds three sections to the RFI. Section 3.0.1 adds Survey 2, with a link to Survey Monkey. Section 3.1 adds commentary on the DRAFT SOW, with reference to a comment matrix. Section 5.0.1 provides the deadline for response to Amendment 2. Associated attachments to the FBO posting are also provided, including the appropriate link to Survey 2. Amendment 1: This adds the anticipated link to survey 1 in both the text and as an attachment, including an attached pdf copy. ** All below updates in this CHANGES section are copied from the body of the RFI in full text. UPDATE AS OF 20 JANUARY 2016 (Amendment 2): 3.0.1 Facility Demolition Survey 2 If you are an interested large or small business, please complete Survey 2. Survey 2 is intended to gather additional information beyond Survey 1. Associated with the questionnaire is a regional breakdown map, which should be used to answer questions in the survey. Please note that this map does not constitute a final decision of a strategy by the team. It is intended to stimulate discussion of company reach and Air Force need. This map can be found as an attachment to this RFI Amendment. Survey 2 can be accessed by clicking on the following link: https://www.surveymonkey.com/r/FDSPQuestionnaire2. In addition, a pdf copy of Survey 2 is attached to this RFI Amendment. The online questionnaire is the preferred source tool for gathering responses. Survey 1 is closed. The 771 ESS does not anticipate additional surveys resulting from this RFI. 3.1 Draft Statement of Work (SOW) A DRAFT Statement of Work (SOW) is available as an attachment to this RFI Amendment. This DRAFT SOW includes information regarding the nature of facility demolition services, the facility types included, associated regulations and guidance with references, and minimum contractor qualifications. We urge all interested parties to review the DRAFT SOW. An opportunity to leave comments or recommendations regarding the DRAFT SOW is provided through the DRAFT SOW Comment Matrix, attached to this RFI Amendment. Please follow the format on the Matrix when responding to specific concerns regarding the DRAFT SOW. The Matrix, sent via email to the FDS inbox, is the preferred source tool for gathering this information. The purpose of this RFI is to obtain market information or capabilities for planning purposes as defined in FAR 15.201(e). This RFI shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any product or service. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Participants are advised that only Air Force Contracting Officers are legally authorized to commit the Government to the obligation of funds. It does not guarantee a subsequent solicitation will be issued. Submission of any information in response to this RFI is completely voluntary, and costs associated with any submission will not be reimbursed by the Government. The information requested will be used by the Air Force to facilitate decision making for potential future acquisitions. Please monitor the Federal Business Opportunities (www.fbo.gov) website for future information pertaining to this potential requirement. 1.0 Background The 771 ESS/EGA is seeking additional information on Facility Demolition Services (FDS) in support of Air Force installations throughout the Continental United States (CONUS). The 771 ESS/EGA is part of the Air Force Installation Contracting Agency (AFICA). The mission of AFICA is to provide the U.S. Air Force cross-functional installation sourcing and acquisition solutions. AFICA is the Air Force's centralized organization for executing enterprise-wide sourcing of goods and services for CONUS Air Force installations. AFICA utilizes strategic sourcing best practices to continually improve and re-evaluate organizational purchasing activities improving quality and reducing costs for installation acquisition. The 771st uses cross-functional teams to strategically source goods and/or services at the enterprise level. We are continuing our market research into FDS to better understand the capabilities of the industry. The initial scope of this research includes the following services for facility demolition at Air Force installations: - Site surveys / Architectural & Engineering Services - Stand-alone demolition of buildings and associated infrastructure - Waste management -- Waste disposal -- Recycling -- Abatement (i.e. asbestos, lead-based paint, PCB, etc.) - Returning sites to usable conditions (excavation, backfilling, grading, sodding, etc.) Currently, these services are typically procured by each facility using a local base contracting office. The 771st is researching a long term strategic sourcing solution to satisfy future USAF requirements for FDS. Early market intelligence indicates that there is potential for $50M in spend over a five year period for FDS on CONUS USAF installations. 2.0 Requested Information The 771st seeks information from industry on the unique aspects or procedures for FDS throughout CONUS. We seek both large and small business respondents who are interested in supporting the Air Force's needs. The input received will help us ascertain the interest, capability, and capacity of all potential offerors. Reviews of available North American Industrial Classification System (NAICS) codes/spend suggests the following NAICS codes may be applicable for this RFI: 238910 Site Preparation Contractors, 238990 All Other Specialty Trade Contractors. 3.0 Facility Demolition Survey UPDATE AS OF 19 OCTOBER 2015 (Amendment 1): The survey can be accessed by clicking on the following link: https://www.surveymonkey.com/r/facilitydemolitionservices. In addition, a.pdf copy of the survey is attached to this RFI. END UPDATE A copy of the Facility Demolition survey has been uploaded with this RFI posting for industry review prior to availability. The actual survey will be made available for completion by close of business Monday, 19 October 2015. If you are an interested large or small business, please complete the questionnaire that will be posted Monday, 19 October 2015. This will include providing the name, phone number, and e-mail address of a company representative that the Government may contact for additional information. We highly encourage all interested parties to provide a complete and thorough questionnaire in response to this RFI. However, not responding will not preclude participation should a solicitation be released. A draft statement of work is not yet available for release; however, we anticipate this will be available in the near future for industry comment. When available, the link will direct you to the online questionnaire. You will need to have information such as your company's DUNs number, basic employee data, revenue data, etc. for the past 3 years (or as best approximated). The.pdf document is for reference only. The Government will not be accepting written responses. The online questionnaire is the preferred source tool for gathering responses; please use the best available information or estimates. If you need to stop the survey during any time, you will be able to resume your session using the same computer from which you started. Information gained through this RFI will be used to further define the Air Force requirements. Individual capability briefs and or statements will not be accepted at this time.
