Description
This document sets forth the justification for award on a limited source basis requirement per Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B) ICE has an immediate need to issue a Firm Fixed Priced modification to an existing task order awarded to RHG Group, Inc. for an additional 24 passenger bus and driver for the remainder of the task order (24 months). The additional shuttle is needed due to the implementation of the Washington Metropolitan Area Transit Authority's (WMATA) SafeTrack maintenance plan, designed to address safety recommendations and rehabilitate the Metrorail system to improve safety and reliability. The plan includes continuous single tracking on certain segments of the rail system for several weeks, as well as shutting down segments entirely for up to several weeks. This will not only impact employees who regularly use the Metrorail system but could potentially cause a cascading effect on all commuters in the Washington, DC, metropolitan area.
