- PRESOLICITATION NOTICE Solicitation No. SGE50016R0128 (June 22, 2016) The Regional Procurement Support Office Frankfurt, located at the American Consulate General, Frankfurt, Germany, hereby provides the following Pre-solicitation Notice with respect to the issuance of a Request for Proposal (RFP) for the project: "Design/Build Drain, Waste, and Vent (DWV) and Internal Leader Piping Replacement at Chancery Building ‘A', U.S. Embassy Paris, France". The contract work includes, but is not limited to: Design and Installation of new piping for the support of the water, sewer, wastewater, and venting systems at Building "A", including: A. Design 1. Develop and provide 60%, 100%, and Final construction drawings, specifications, calculations, reports, etc., required for the installation of the new piping systems, based on ‘Bridging Documents' that will be provided by the U.S. Government. Familiarity with, and use of Projnet is required during design review phase and throughout the construction phase. Necessary qualifications and 5 years of relevant experience required for Project Architect, Mechanical and Electrical Engineers. Required architectural, mechanical, and electrical submittals include floorplans, site plans, mechanical plans incl. HVAC, electrical plans, power plans, lighting plans, and reports. 2. Obtain required licenses and permits (e.g., utility, construction, occupancy). B. Construction 1. Provide security personnel to guard the building during the construction phase. 2. Removal of existing piping for water, sewer, wastewater, and venting (in phases). 3. Removal of hazardous materials, including asbestos-containing materials, e.g.insulation of existing pipes. 4. Install new piping supporting water, sewer, waste-water and venting. 5.Repair interior finishes, ceilings, walls, flooring to match existing. C. Overall Performance Period is 365 days, including 50 days for design. D. Other Requirements: Performance of work in accordance with applicable U.S. and international codes and standards. All submittals and all communication in English. English-speaking Key Personnel and On-site Supervisors. A Firm-Fixed Price Construction Contract is anticipated to be awarded as a result of this solicitation. In accordance with the categories specified in FAR 36.204, "Disclosure of the magnitude of construction projects", the total price for this project is estimated to range between U.S. Dollars 500,000.00 and U.S. Dollars 1,000,000.00. (Note: the FAR range determination have been set up to provide relatively wide ranges only, in order to give potential offerors a general orientation as to the magnitude of the work. However, the specified range is not meant to give any indication as to the Independent Government Cost Estimate for this project, which could be at the lower or the upper end of the range indicated). Companies considering participation in this procurement action shall request a copy of the RFP by email to gussw@state.gov, preferably not later than July 15, 2016. These requests (and all further communication regarding this project) shall state the solicitation number SGE50016R0097 in the subject line of the email and must include the following company data: Name of Company; complete physical and mailing address; valid DUNS Number and proof of SAM registration (or indication that SAM registration will be obtained); name, telephone number, and email address of the Company Point of Contact. The solicitation package will be made available in the English language only. All correspondence, and all proposals, must be submitted in English. The solicitation package will not be posted on Fedbizopps as it contains SBU drawings. A Pre-proposal Conference and Site Visit is anticipated to be held in Paris in the latter part of July, 2016. Details will be provided to all companies that request a copy of the RFP from the Regional Procurement Support Office, Frankfurt. Participating companies shall have the ncecessary expertise and experience reied to perorm the work reqired by the resulting contract, shall be able to assign to this project a sufficient number of personnel to ensure timely completion of the work, and shall be in possession of all authorizations, permits, and licenses necessary to perform this work in Paris, France. This procurement will be competed using full and open competition procedures.
