- 8(a) Alaskan Native Corporation, non-competitive. Previous contract was awarded to an 8(a). Basic Contract Award and Task Order 0001 - Post-award Workshop Description of Services Requirements The Advisory and Assistance Services (A&AS) and associated deliverables shall support all AFCEC/CI mission requirements including but not limited to: Real Property support, Financial Analysis, Audit Analysis, Technical Analysis, Data Analysis/Input, Long-term lease management and contract/acquisition support, Outreach and training support, Portfolio Management, Strategic Planning, Process Mapping, and Continuous Improvement. The Contractor shall assist AFCEC/CI Divisions by providing Portfolio Management/Lifecycle Management; The contractor shall provide an independent technical review and recommendation of initial desk top analysis to determine long term viability for any project within CI's portfolio; The contractor shall review feasibility studies and provide input/recommendations for long term Portfolio Management of the project; The contractor shall advise in the negotiation period to develop terms between the Integrated Product Team and the highest ranked offeror, Project Owner or System Owner. The contractor shall provide further estimation of construction costs, development of lease, business & leasing plans, Capital Repair and Replacement and Five-Year Plans. Assist with the transition between closing and long-term management of the lease; The contractor shall ensure transaction documents/requirements are properly executed over the entire term of these contractual obligations. Compliance activities include management of critical trigger dates, compliance with lease terms, new tenant approval, insurance reviews, financial performance and risk management measures. The contractor shall provide reporting, document management, accounting of cash and/or in-kind consideration, compensation adjustments, community interfaces for Tax Increment Financing, managing Real Estate transactions for complex types of projects where the Air Force shares in the profits and dispute resolution situations; The contractor shall ensure the terms of the contractual agreement are properly closed-out as delineated in the project transaction documents; The contractor shall provide quarterly reports on Post Closing Management projects, reviews of executed projects (reviews of Executive Summaries, Insurance, Compliance Checklists, Escrow Reports), and Ad hoc reports upon request (examples: Business Case Analysis', Feasibility Reports, financial review or refinance/renegotiation). The contractor shall support the government with written recommendations regarding acceptance or rejection of documents submitted. The contractor shall assess whether technical deliverables satisfy specifications and schedules. The contractor shall assist and deliver technical reviews of data; The contractor shall provide support in analyzing real estate transactions at installations. This shall include site visits, technology validation, local/state regulatory and policy analysis and economic analysis based on prevailing issues related to any project within the portfolio; The contractor shall maintain databases for specific projects; The contractor shall provide assistance and deliver strategic planning tools such as: change management in business redirection and enhancement, business management techniques, identification and deployment of measurement systems, program analysis, planning and development, process mapping, benchmarking, process migration and in-depth requirements analyses; The contractor shall provide administrative support at conferences and meetings. Meeting support shall include strategy/visioning sessions, working groups, Rapid Improvement Events or any other initiatives; The contractor shall possess the expertise and capability to use the computer systems utilized by AFCEC/CI and its customers in support of the requirements of this PWS. The contractor shall assist in the dissemination of information gained on a project or program specific basis to all Air Force programs as needed; The contractor shall assist training workshops and other training-related support. Support shall include outreach and training to stakeholder events such as industry days, developer forums, and workshops; The contractor shall perform data collection in support of specific programs; The contractor shall provide deliverables resulting from the technical review of various data points located in a wide range of key documents. The contractor shall provide an assessment on data collected and interpret the meaning and impact. The contractor shall deliver analyses of technical comments provided by regulatory agencies and stakeholders in accordance with appropriate laws and regulations, and make recommendations to the government concerning their disposition; and The contractor shall assist in file management and provides administrative support.
