Description
The estimated range for this project is between $25,000.00 and $100,000.00. Substantial completion is 21 calendar days from Notice to Proceed. This procurement is set-aside for small business. The NAICS Code for this procurement is 238220 (Plumbing, Heating, and Air-Conditioning Contractors). This is a negotiated procurement. Offerors will be responsible for downloading the solicitation and for monitoring FBO for amendments and/or additional information. The work includes, but is not limited to, replacement of a 20 ton Carrier Split System Condensing Unit Model (38AKS024-620 / Serial # 1802F50653) and associated air handling unit with DX coil & electric heating coil (Indeeco 10KW 480 volt 3 phase 3step) with a compliable R410A system. The new system shall meet ASHRAE standard 90.1-2010 Energy Standards for Buildings / Condensing Unit EER from 11.4 @ full load. The existing system is an R22, 20 ton, 460 volt, 3 phase, 60 HZ unit that provides cooling & heat to the west bank elevator machine room under varying weather conditions. The new system must be designed to run in low ambient conditions to 0°F or below. The cooling system shall be capable of running 24/7 under varying loads & weather conditions. The Contractor shall recover all existing R22 refrigerant and properly dispose of. The Contractor shall remove the entire system including condensing unit, air handling unit with dx coil & electric heating coil, all refrigerant lines, electric back to disconnect, and low voltage wiring back to controls. The new system shall provide the current connections to Building Automation System include start & stop for air handler and condensing unit, unit proofs for condensing unit & air handler, adjustable space temp set point from BAS, space temp, air handler air discharge temp, and high space temp alarm point. The Contractor is required to modify the existing structural steel currently supporting the condensing unit to the roof slab. The Contractor shall provide vibration isolation from new condensing unit to structural steel. The Contractor shall furnish and install all new vibration hangers on the liquid line and suction line (hangers shall be specifically designed for refrigerant tubing and prevent rubbing from vibration). The Contractor shall sleeve and fire-stop all wall penetrations. Furnish and install insulation on suction line. The Contractor shall furnish temporary cooling from Notice to Proceed until new system is commissioned. The maximum temperature at the elevator controllers shall not exceed 90°F. Special Warranty for entire system - Contractor shall provide warranty coverage for entire system for 5 years from substantial completion for parts and labor. DETERMINATION OF CONTRACT AWARD: The Contract shall be awarded based on LOWEST PRICE AND ON THE AVAILABILITY OF FUNDS. REQUIREMENT FOR PROPOSAL CONSIDERATION: Contractors must schedule & visit the project site for their proposal to be considered for award. Proposals received from Contractors that fail to schedule and visit the project site will be considered non-responsive and will not be considered. Visiting the project site allows the Contractor the opportunity to determine exact conditions of the west bank elevator machine room cooling system prior to submitting a proposal. The point of contact for scheduling a site visit is stated in the solicitation. The Contractors will be allowed to spend as much time as necessary in the elevator machine room & at the condensing unit to gather all information necessary to provide a new premium 410A refrigerate split system that is compliable or exceeds the existing R22 split system currently installed.
