The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The predecessor contract GS-03P-11-CD-C-0013 to design a replacement courthouse in Harrisburg was awarded under a competitive design excellence solicitation. Under that contract, the contractor delivered a 30% design concept, which was accepted and approved. Afterwards, due to funding limitations, the predecessor contract was terminated for convenience. Now that funding is available, completion of the design is required. Thus, under a follow-on contract, the requirement will be to complete the design, based on the starting point of the approved design concept. The intended source for the follow-on contract is the architect under the predecessor contract, Ennead Architects LLP. A revised requirement is still under development in order to account for changes. The solicitation will not be available through fbo.gov. However, after the requirement is finalized, the solicitation will be available upon request from the contract specialist. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all capability statements proposals received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
