- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E224, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Metabolic Epidemiology Branch (MEB) plans to obtain services from Fred Hutchinson Cancer Research Center with respect to study coordination, methodologic consultation, and sample aliquoting and preparation for a metabolomics study from Fred Hutchinson Cancer Research, 1100 Fairview Avenue North, Seattle, Washington 98109-4433. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501- (a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 541990 and the business size standard is $14.0 Millions. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Period of Performance is estimated to be from July 7 2016 through July 6 2017. The Metabolic Epidemiology Branch in the Division of Cancer Epidemiology and Genetics at NCI is pursuing a research program on the role of diet in disease etiology, particularly cancer etiology, has long been controversial, in no small part because the traditional dietary assessment methods (e.g. food frequency questionnaires (FFQ), 24-hour recalls) result in substantial error in estimated dietary intake. Metabolomics is a powerful new tool used recently to identify candidate biomarkers for citrus, fish, nuts, coffee, and alcohol, among other aspects of the human diet. However, metabolomics-discovered biomarkers have not been fully validated in reference to gold-standard measures of diet, such as weighed dietary intake. NCI previously identified up to 50 novel biomarkers and now seek to validate metabolomics-discovered diet biomarkers by evaluating how these markers correlate with food intake, as measured by actual weight. Metabolomics analyses will be conducted using the post-feeding period serum and 24-hr urine from 153 female participants from the Women's Health Initiative (WHI) at the Seattle WHI clinic that consented to participate in a feeding study for two weeks. The purpose of this procurement is to obtain services from Fred Hutchinson Cancer Research Center with respect to study coordination, methodologic consultation, and sample aliquoting and preparation for a metabolomics study. Contractor Requirements For NCI's proposed metabolomics study, the Contractor shall provide the following services: 1. Consult on development of sample manifest and QC design. 2. Coordinate sample aliquoting and shipment, according to conditions appropriate for metabolomics analyses. 3. Consult on written descriptions of study methods, and on statistical analyses. The Contractor shall provide technical reports upon receipt of metabolomics to the NCI Technical Point of Contact a sample manifest that links participant IDs with blinded IDs. The reports shall contain relevant data items and will be scrutinized and subsequently accepted within thirty (30) calendar days of receipt. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on July 1, 2016. All responses and questions must be in writing and faxed to 240-276-5399 or emailed to Kathy Elliott, Contract Specialist via electronic mail at Elliottk@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid registration and certification on Sam.gov, www.sam.gov.
