Description
Synopsis: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Zeiss Microscopy LLC located at 1 Zeiss Drive, Thornwood, NY 10594 to purchase an incubation enclosure, software upgrade and trigger interface for existing AxioObserver Z1 Microscope which includes; 1) Incubator XL Multi S1 (Catalog Number 4118579400000000), 1) Slide-in Module "standard" XLmulti S1 (Catalog Number 4118579511000000), 1) Heating Unit XL S2 (Catalog Number 4118579031000000), (1) Temp Module S1(Catalog Number 4118609010000000), (1) ZEN Module Macro Environment HWL Software (Catalog Number 4101361002120000), 1) Trigger Board µCon HS (PCI xPress) (Catalog Number 4001009021000000) and 1) Signal Distribution Box Rev. 2 (Catalog Number 4329279041000000) to monitor the emergence of resistance inside microfluidic chips in real time. The sole source justification is based on the following: NIST owns and operates a Zeiss AxioObserver Z1 microscope for the emergence of antibiotic resistance in clinical relevant bacteria. With the additional incubation enclosure, upgraded ZEN module Macro Environment HWL software and trigger interface, NIST will be able to monitor the emergence of resistance inside microfluidic chips in real time. The Zeiss Microscopy LLC Oxford Instruments incubation enclosure, upgraded ZEN module Macro Environment HWL software and trigger interface were found to be the only products and services that could meet NIST's requirements while also being compatible with NIST's current Zeiss AxioObserver Z1 Microscope. Market research has shown that Zeiss Microscopy LLC is the sole company who can provide this equipment and software to NIST. Given these facts, Zeiss Microscopy is the only source reasonably available to provide the required equipment and software. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 3:00 pm EST July 8, 2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
