- NOTICE OF INTENT TO AWARD - SOLE SOURCE PROCUREMENT PROGRAM DESCRIPTION: The Product Manager for Maneuver Collective Training Systems (PM MCTS) has a requirement for multiple quantities of the digital simulated bi-ocular thermal sight system with a Liquid Crystal on Silicon display (BIOC). The plan is for these BIOCs to support the Concurrency effort for every fielded Close Combat Tactical Trainer (CCTT) M1 and M2 module that is prospectively occurring in October 2016. These BIOCs shall provide the Commander and Gunner thermal sight imagery for the M1A1 SA, M1A2 SEPV2, M2A2 ODS SA, M2A3 CMED, and M2A3 CMED BFIST manned modules. The new BIOCs shall allow all CCTT M1 and M2 manned modules and Advanced Gunnery Training Systems (AGTS) M1 manned modules to operate under a common solution. As a result of this procurement, the Government intends to have the following requirements fulfilled: - 525 BIOCs delivered incrementally during Concurrency fielding. - Associated technical documentation. ACQUISITION APPROACH: The Government anticipates awarding a firm-fixed-Price (FFP) contract to NVIS, Inc. (CAGE Code 1YTP1). NVIS is the only company capable of performing this effort, as it has the relevant, on-going development and production experience with a proven, fielded BIOC solution for the AGTS program. The NVIS BIOC meets both the AGTS and the CCTT visual system thermal sight imagery requirements. The common BIOC solution also increases sustainability and reduces maintenance costs. The NVIS BIOC supports a 1280x1024 resolution with support for both digital and analog inputs, which meets the high-fidelity CCTT simulation training requirements. It provides a newer display technology and mitigates obsolescence of the current analog Cathode Ray Tube (CRT) based BIOC used in the CCTT M1 and M2 modules. The NVIS BIOC is a form-fit replacement for the current CCTT BIOC, requiring no modification of internal hardware components required to conform to existing manned module space constraints. The digital NVIS BIOC provides better reliability than the existing analog BIOC previously used on AGTS and currently used on CCTT. Consistent reliability was demonstrated during the successful AGTS NVIS BIOC deployment with no BIOC failures reported during a multi-year period. In addition, the optics design in the NVIS BIOC sizes the thermal image for the particular BIOC lens, as opposed to the current CCTT BIOC design where modifications must be made in the BIOC to produce a correctly sized image for the lens. The enhanced NVIS design reduces the maintenance requirements and life cycle cost of the BIOC system. The NVIS BIOC (1) is fully integrated, tested, and fielded with the AGTS baseline software and (2) can be leveraged for the CCTT program. The use of the existing NVIS BIOC design reduces program risk, life cycle cost, and schedule time to ensure a quality end product. It is critical, in order to maintain training objectives, that the NVIS BIOC be fully integrated, tested, and delivered into a common solution across the CCTT M1 and M2 modules in conjunction with the October 2016 Concurrency fielding. This contract will be issued on a sole source basis in accordance with FAR 6.302-1. ESTIMATED ACQUISITION DOLLAR VALUE: Approximately $6.99 M PERIOD OF PERFORMANCE/DELIVERY: Delivery of the initial quantity of BIOCs is due one month after contract award on February 1, 2017. Delivery of the final BIOC quantities is due no later than July 1, 2017. RESPONSES REQUESTED: Contractors who can provide PM MCTS with the ability to meet the requirement to provide digital BIOC systems as a replacement for the analog BIOC systems on the CCTT program, while continuing to operate on a common BIOC solution with the AGTS program, shall submit an affirmative, written response, not to exceed 5 pages, indicating their ability to meet the specific requirements outlined above. Responses should appear on company letterhead. All responses should include a point of contact, telephone number and an e-mail address. Additionally, respondents should indicate- (1) whether the respondent is a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and (2) whether the respondent is U.S. or foreign-owned. Please submit responses by e-mail to the primary point of contact listed no later than 3:00 p.m. in Orlando, Florida, on July 6, 2016.
