Trade Mark Business Intelligence Tool Statement of Objectives THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. Introduction: The purpose of this requirement is to obtain a Business Intelligence (BI), Analytics and Data Discovery Solution that will provide the tools, documentation, and information resources to allow users to support and manage access to/and retrieve data, compose routine and ad-hoc reports, queries, and perform analyses to manage day-to-day activities, respond to information requests, conduct advanced analytics and plan future requirements utilizing data from Trademark information systems and vast data sources. This Sources Sought notice serves as a Request for Information (RFI) in order to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10 and gather information about potential interested vendors capable of providing a single source for Business Intelligence, Analytics and Data Discovery Solution for the USPTO. The USPTO is issuing this RFI, as part of its market research, to gather vendor capabilities and feedback to the attached draft Statement of Objectives (SOO). This notice is issued solely for market research information and planning purposes and does not constitute a Request for Quote (RFQ), a Request for Proposal (RFP), Invitation for Bid (IFB) or a commitment on the part of the Government to conduct a solicitation for specified services in the future. The Government does not intend to award a contract on the basis of received responses. USPTO is not liable for any costs (direct or indirect) associated with the preparation, submissions or responses to the market survey or any costs associated with USPTO use of the information. All submissions and documentation received become Government property and will not be returned. Responses received that are marked "Proprietary" will be handled accordingly and will be protected from unauthorized disclosure as required by the FAR. Telephone calls in response to this notice or requesting a solicitation will not be accepted or returned. Although the procurement of the subject services is not certain, after conducting market research, the USPTO may use the Alternative Competition Method specified at subpart 6.1.1 from the Patent and Trademark Office Acquisition Guidelines (PTAG) to procure the services. The USPTO is seeking potential vendors with demonstrable capability and experience in providing a Business Intelligence (BI), Analytics and Data Discovery Solution meeting all requirements of the attached draft Statement of Objectives (SOO). Instructions to Sources Sought Respondents: Responses to this notice should be no longer than twelve (12) pages and should include: 1. Company Overview: a. A brief description of your company. b. Socio-economic status, business size, and size standard/applicable North American Industry Classification System (NAICS) codes. c. GSA Schedule Number, Government Wide Acquisition Contract (GWAC) or other Multiple Award Schedule (MAS) if applicable. d. Dun & Bradstreet (DUNS) number. e. Web site address. f. Applicable certifications and authorizations, such as Federal Information Security Management Act (FISMA) compliance and FedRAMP Compliance. g. Description of work performed for other organizations, with a focus on relevance to the scope of services described in this RFI. 2. Capability Statement A capability statement which demonstrates relevant experience providing a solution identical or similar to that described in the draft SOO. As a part of the capability statement vendors are encouraged to provide feedback and suggestions in regard to the SOO. The feedback provided may be used by the USPTO when further developing the scope and requirements within the SOO. Vendors are encouraged to provide any additional advice and information that USPTO should consider for its solution. 3. Demonstrations Respondents may be requested to provide a demonstration of their Business Intelligence, Analytics and Data Discovery Solution, using a sample data set (to be provided at time of notification of demonstration) the week of July 11, 2016. Exact date and time of demonstration will be provided at time of notification. 4. Questions Questions regarding this Sources Sought Notice shall be submitted in writing by e-mail to travis.spires@uspto.gov no later than 2:00 PM Tuesday, June 28, 2016. Questions and answers will be posted to the sources sought notice as soon as practicable after receipt but before the due date for responses. The USPTO does not guarantee that questions received after the question due date and time will be answered. 5. Response Due Date/Time Responses to this Sources Sought must be submitted by e-mail to travis.spires@uspto.gov no later than 10:00 AM Thursday, July 7, 2016. Respondents to this RFI shall designate a primary and one (1) alternative point of contact for the company (name, address, email, and telephone number). Only vendors that can provide the services at the scale and scope described in this RFI should respond.
