Performance Work Statement (PWS) with Appendices for Indian Creek Marina Breakwater Removal USACE - ST. Louis DISTRICT This is a combined synopsis/solicitation for commercial service in accordance with (IAW) FAR Subpart 12.6 This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested. The solicitation number for this requirement is W912P9-16-Q-0003 and is hereby issued as a Request for Quote (RFQ). This requirement is being solicited as 100% set aside for small business concerns. The North American Industry Classification System Code (NAICS) for this acquisition is 237990 with a Small Business Size Standard of $36.5 Million and the basis of the award is Firm Fixed Price. Offerors must quote on all items eligible for award. The Government will award a contract, resulting from this solicitation, to the responsible Offeror whose offer conforms to the solicitation requirements. Complete specifications are issued with this combined synopsis/solicitation. The requirement location is the Indian Creek Marina at Mark Twain Lake. The Marina is located in Monroe City, Missouri. The work required consists of furnishing all plant, labor, equipment, and materials, and performing all operations necessary for the removal of an 800 feet long floating wave attenuator (breakwater) system near the Indian Creek Marina at Mark Twain Lake. The Marina is located in Monroe City, Missouri. Removal and disposal of the breakwater system must be completed IAW all local, state, and federal laws and regulations. The breakwater system consists of two distinct break wall structures installed in 1994. One wall is approximately 476 ft long while the other is 324 ft long, making up the total 800 ft long system. Each wall structure is anchored by 37 underwater concrete anchors attached to the structure with galvanized steel cable. The anchors are adjusted using a total of 42 manually operated mechanical winches. Each structure includes a wave wall that extends approximately 7 ft from the deck platform below the water surface, constructed of individual 1 ft wide wood panels. The deck support members are primarily glu-lam beams with additional wood frame members. The top walking surface of each structure is 10 ft wide and comprised of individual concrete panels. The wave wall is supported by hollow steel tube framing. The floatation for the structure is accomplished using high density Styrofoam encased in polyethylene tubs. There is additional pneumatic tubs which were placed after original construction to help level the structure. The total weight of the structure when originally installed was approximately 16,000 lb/linear ft, for an approximate total weight of 264,000 lbs or 132 tons. It is likely that the weight of the structure has increased over time. The work will require removal of all anchorage cables down to the existing underwater concrete anchors, or the lake floor at a minimum. Additionally, some of the existing concrete anchors, which are approximately 12,000 lbs each, may also require removal. The structure is currently near the marina and work may include hauling to a nearby cove for complete disassembly and haul-away. The cove is approximately 1 mile from the existing location of the breakwater, and the breakwater may need to be towed across the lake to this location. A federally-owned boat ramp may be utilized to haul away the breakwater structure for disposal, and a staging area near the boat ramp will be provided by the government for contractor use. Usage and closure of the ramp and staging area may be limited. Coordination with water patrol, project personnel, and others will be required to ensure safety and security of lake operations. Each break wall structure is supplied with 120/240 volt electric power from an elevated transformer by means of armored cables that run along the lake floor. Work will include the removal of the electrical connections at the break wall structures, and may include removal of the entire armored cabling running along the lake floor and the electrical load center, lighting contactor, and disconnects located on the elevated transformer platform. Temporary lighting will be required once the existing electric is disconnected from the structure, to ensure the structure is visible at night until it is completely removed from the lake.
