- NASA/KSC plans to issue a sole source firm fixed price contract to Astrotech Space Operations, LLC for commercial payload processing support for the Geostationary Operational Environmental Satellite S mission (GOES-S). The GOES-S mission is scheduled for launch in the March 2018 from Cape Canaveral Air Force Station (CCAFS), Florida. The contract will include providing a range of services and processing capabilities, including but not limited to, the following: advance planning, facilities, supplies, commodities, and services necessary for the Spacecraft Users and Launch Service Contractors (LSC) to perform prelaunch processing of the spacecraft with an upper stage and/or payload adapter, and encapsulation/transport of the completed payload stacks to the launch Pad at CCAFS, where it is mated to the launch vehicle and launched. Payload processing generally begins three months prior to the launch date. The Occupancy Period is normally 14 weeks in duration from the Initial Facility Occupancy date to the Facility Departure Date, which is generally 7 days after launch. Astrotech Space Operations, LLC, is the only known vendor that can provide the required GOES-S commercial payload processing services. There will be only one award made for this requirement. This is a sole source commercial item acquisition under FAR 6.302-1 and FAR Part 12. The Government believes only one responsible source can satisfy the agency's requirements. Interested organizations may submit a detailed description of their capabilities and qualifications to perform the effort via email to Erik Whitehill at erik.c.whitehill@nasa.gov not later than 4:30 p.m. Eastern Time on July 8, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. This acquisition is unrestricted. The NAICS Code is 336419. The DPAS Rating for this procurement is DO-C9. Oral communications are not acceptable in response to this notice. Response via email is required. All responsible sources may submit an offer that will be considered by the agency. An Ombudsman has been appointed.
