- Solicitation Number W52P1J-16-T-3046 Federal Supply Code, Group 22 - Railway Equipment FSC 2230 Right-of-Way Construction and Maintenance Equipment, Railroad NAICS: 336510 - Railroad Rolling Stock Manufacturing SUBJECT: Complete frame-up overhaul and rebuild of one (1) Fairmont 1996 model RMC305 Railroad Tie Remover/Inserter, S/N 257166. NOTE ADDED 23 JUNE 2016: CHANGE FROM -- Set Aside Code: 100% Small Business Set-Aside CHANGE TO: This procurement is Unrestricted. 1. U.S. Army Contracting Command - Rock Island is issuing this Sources Sought Notice to identify companies qualified to plan and execute a complete frame-up overhaul / rebuild of One (1) Each 1996 Fairmont model RMC305 Railroad Tie Remover/Inserter, S/N 257166. The machine has reached the end of its economic life and a complete rebuild is needed to return the machine to OEM specifications. The machine is located at the McAlester Army Ammunition Plant (MCAAP), McAlester, Oklahoma. There is no Technical Data Package available for vendor review. 2. Fairmont Railway Motors was acquired by Harsco Corporation in 1979. As a result, the Fairmont machine is a present-day Harsco Rail machine and Harsco Rail is the Original Equipment Manufacturer (OEM). This machine rebuild shall be executed in accordance with OEM product specifications. In responding to this Notice, interested vendors shall document their firms' participation in the OEM's vendor certification program. This requirement ensures that the machine rebuild will be executed IAW OEM/Harsco Rail technical and performance specifications. 3. If and when a formal solicitation is issued, interested vendors shall be REQUIRED to inspect the machine at its present location, the McAlester Army Ammunition Plant, McAlester, OK. Offerors who do not attend the mandatory site visit will not be considered for award. There will be only one site visit and no further site visit opportunities. 4. The delivery schedule requirement is 270 Days after Date of Contract (ADC). 5. The eventual awardee will be required to finance its performance of the entire rebuild. Vendor proposals that require progress payments or any other type of advance financing could be considered non-responsive and eliminated from consideration for any award. 6. This Notice is for planning purposes only. It shall not be considered as a Request for Quotations (RFQ) or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market research or otherwise pay for information solicited. The Government will utilize the information provided for information and/or planning purposes and to identify potential sources as part of its market research. Responders are solely responsible for all expenses associated with responding to this notice. Responses to this notice will not be returned. 7. Interested sources shall submit the following information NLT 4:00 PM Central Time, Monday 27 June 2016: A. A positive statement of your firm's intention to quote B. Your firm's DUNS, Cage Code, Tax ID, and Point of Contact information C. Your firm's number of employees (for small business size verification) D. Your firm's manufacturing plant name and location (for U.S. based status verification) E. Any applicable Terms and Conditions F. Production Capability and Delivery Lead Times G. Documentation of your firm's participation in the OEM's vendor certification program H. Extended price estimate (for budgetary purposes only) I. An estimate of how long it will take your firm to provide the Government a formal quotation / offer, if and when a formal RFQ is posted to the Federal Business Opportunities (FBO) website. J. Documentation of at least three successful past rebuilds / overhauls of railroad maintenance-of-way equipment, including a Tie Inserter/Remover machine. 8. All of the above-requested information must be submitted in detail for a decision to be made on the availability of interest from vendors. Failure to submit all the information requested may result in a vendor not being considered as an interested vendor. All information submitted is protected as confidential. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer. Paper copies will not be made available. All prospective contractors must be registered in the System for Award Management in order to be eligible for award. 9. Responses shall be electronically submitted by 4:00 PM Central Time on Monday 27 June 2016 via e-mail (with PDF attachments) to the point-of-contact below. 10.
