- DDHU SSN - DRAFT PWS Attachment 2 - DDHU SSN - Additional Information Form Attachment 1 - DDHU SSN - Past Performance Information Form This is a Sources Sought Notice (SSN) issued by DLA Distribution J7 Acquisition Operations, New Cumberland, Pennsylvania. This SSN is issued solely for information and planning purposes and does not constitute a Request for Quote, Invitation for Bid, or Request for Proposal (RFP). Unsolicited proposals will not be accepted in response to this notice. Failure to respond to this SSN does not preclude participation in any future solicitation that may be issued. DLA Distribution J7 is seeking SMALL BUSINESS concerns that can provide warehouse and distribution support services described in the attached DRAFT PWS, and can qualify as a small business under North American Classification System (NAICS) code 493110 (size standard $27.5M or less). The DRAFT PWS is to be used for the purposes of providing a response to the SSN. It is not a finalized draft for use in preparing a response to any forthcoming RFP. Please note that any technical exhibits, reports, forms, guides, documents, attachments, and any other associated references will not be provided with this SSN. The DRAFT PWS is being provided to give prospective SMALL BUSINESSES an idea of the scope and magnitude of this requirement. Responses to this notice will be used in determining whether the subsequent acquisition can be reserved for small business. Failure to provide a response to ALL questions and information requested in this SSN may have a negative impact on any set-aside decision. Interested SMALL BUSINESS concerns that qualify as such under the above listed NAICS code are asked to submit the following: 1) Capability Statement - limited to 6 pages in length, one-sided, single-spaced, 11 point font minimum. •a) Demonstrate the ability to perform the efforts as described in the DRAFT PWS. •b) Address the following: The majority of the workforce performing the required services are covered under the Service Contract Act and require security checks and specialized training prior to commencing work. Historically, these types of labor categories are difficult to recruit and retain. In the dynamic environment in which we operate, we cannot afford for positions to be vacant. Describe your company's recruitment and retention plan as it relates to these types of specialized circumstances. Provide at least 2 examples of contracts that you have performed or are performing under in which you are able to recruit and retain employees under the same or very similar circumstances. •c) Address the following: The environment in which these services are provided changes regularly. While the Government does have a historical workload and a projected workload, the workload mix may change throughout the performance period. Due to this, a successful contractor must be agile and have employees that are able to be flexible and trained to perform numerous functions depending on the workload. Describe your company's training program. Provide at least 2 examples of contracts that you have performed or are performing under in which you have a robust training program that trains employees to a proficient level in multiple functional areas. Describe how your company has utilized this training program to ensure that you are responsive to a changing workload mix. •d) Include a header with your company's name and the page number. 2) Past Performance Information Form - See Attachment 1 for completion. •a) Provide 3 past performance contracts within the last 5 years that are the same or similar in scope, magnitude, and complexity of the attached DRAFT PWS. •b) Each past performance contract shall be on a separate Past Performance Information Form. One form per past performance contract. •c) You MUST be the PRIME CONTRACTOR for each of the 3 past performance contracts. •d) You MUST type your company's name, address, cage code, POC name, and sign and date the Past Performance Information Form. 3) Additional Information Form - See Attachment 2 for completion. •a) You MUST type your company's name, address, cage code, POC name, and sign and date the Additional Information Form. Reminder: Under a small business set-aside for services (other than construction), the successful small business prime contractor must perform at least 50 percent of the cost of contract performance incurred for personnel with their own employees. The remaining 50 percent of performance requirements may be obtained through subcontracting efforts with other small or large business concerns. At the present time, a small business set-aside decision has not been made and is contingent upon responses to this SSN. Responses are sought only from SMALL BUSINESS concerns that can provide the services described in the attached DRAFT PWS. All respondents to this notice will be confirmed as small business certified through their On-Line Representations and Certifications in the System for Award management (SAM) database. Responses received from any company that is not a small business concern will not be considered. This SSN does not commit the Government to contract for the identified services and does not commit the Government to set aside this acquisition for a small business concern. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website at http://www.fbo.gov/. It is the responsibility of potential offerors to monitor this site for additional information pertaining to a future procurement. The information provided in this SSN is subject to change and is not binding on the Government. Any information submitted in response to this SSN is voluntary. The release of this SSN should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought. Respondents are advised that DLA Distribution will not pay for any information or administrative cost incurred in responding to this SSN. In addition, the Government will not entertain any requests to meet individually with a contractor regarding the content of this SSN, and will not respond to any electronic or telephonic inquiries for this purpose. A response to this Notice is required by July 6, 2016 5:00 PM EST. Responses must be received electronically. Paper media will not be opened. Email responses should be sent to Brittany.Schofield@dla.mil, subject line addressed as "Warehouse and Distribution Support Services - DDHU". Please be advised that any responses exceeding the government's email size of 15 MB may be returned undelivered and may require two or more separate email submissions in order to successfully submit any and all attachments.
