- U.S. Customs and Border Protection (CBP) intends to negotiate on a sole source basis, under authority of FAR 6.302-1, with Carl Zeiss Microscopy LLC, 1 Zeiss Dr, Thornwood, NY, 10594-1939 to support CBP's Los Angeles Laboratory requirement for an Imaging System (IS) consisting of a Polarized Compound Light Microscope and Stereoscope to work in concert with the lab's current Scanning Electron Microscope with Energy Dispersive Spectroscopy (SEM/EDS) to reduce sample preparation time and increase the capabilities of the lab. The addition of this Imaging System (including hardware and software) will allow the SEM/EDS to perform correlated automatic particle analysis (CAPA). This requirement is necessary for compatibility, control, and communication between the current SEM/EDS and an IS for CAPA to be fully integrated and meet the security protocols set forth by the Office of Information Technology (OIT). The current imaging system in the LA-Lab operates on Windows OS XP and is considered a security risk when pulling data from it and placing it on CBP's network. Upgrade of the software and hardware of this instrument at its full capabilities will ensure sample integrity, ease of workflow, minimal user interface. The Los Angeles laboratory conducted market research and in addition to contacting the current instrument's manufacturer, sought IS providers capable of communicating and integrating into its current SEM/EDS. Results of the research showed that only Carl Zeiss Microscopy LLC could provide a system that was cross compatible from IS to SEM/EDS for CAPA. CBP-LSSD is constantly looking for more efficient analysis methods and the most up-to-date operating systems and software to reduce overall risk in the cyber world. CAPA is only provided for by Carl Zeiss and cannot be provided by other vendors. The Government intends to solicit and negotiate directly with Carl Zeiss Microscopy LLC. No solicitation package will be issued. This notice of intent is not a request for competitive proposal. If any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their capabilities in writing via email to brice.winston@cbp.dhs.gov. Verifications of receipt of responses are the sole responsibility of the interested party. If no responsive statements are received by 30 June 2016 at 3:00 PM Eastern, an award will be made to Carl Zeiss Microscopy LLC. The anticipated award date is 07 July 2016.
