Attachment 4 Subcontract Worksheet Attachment 3 Performance Questinnaire ATT 2 Specification Lemon Dam High Pressure Gate Modification R16PS00929 ATT 1 Wage Determination R16PS00929 Lemon Dam R16PS00929 Solicitation Vol I R16PS00929 1442 This amendment required to post the full solicitation package (see attached documents) R16PS00929 Lemon Dam High Pressure Gate ModificatioSYNOPSIS R16PS00929 Lemon Dam High Pressure Gate Modification The Bureau of Reclamation, Upper Colorado Region, has a requirement to replace the gate seats and perform coating repairs to the guard gates and appurtenant features of the Lemon Dam outlet works. Lemon Dam is located on the Florida River approximately 16 miles Northeast of Durango, Colorado in La Plata County. A.The work will begin after summer reservoir releases have been complete. This ranges from 9/1/2016 to 9/30/2017. All work as described in this solicitation shall be completed 16 months after notice to proceed B.Fabricate and provide a steel intake bulkhead gate. C.Remove, refurbish, the four trashracks that are located in the intake structure below the water surface of the reservoir. Reinstall the trashracks after the bulkhead has been removed. Refurbishment of the trashracks also referred to trashracks repair and trashracks coating the Section B is optional and is at the discretion of the CO. If the CO elects not to repair and coat the trashracks, the trashracks will remain below the surface of the reservoir and will not be exposed to the atmosphere. D.Isolate the main outlet works by setting the contractor provided bulkhead in the intake structure, and drain the inlet tunnel. E.Water will be released through the bulkhead to maintain river flow. There will be two hoses plumbed through the bulkhead that connect into a 12-inch hose. The 12-inch will run the length of the upstream tunnel which is approximately 1000 -feet. There will be a regulating valve adjacent to the high pressure gates that will control the releases of water through the tunnel. There will be times such as during the set-up an disassembly of the hose system that releases cannot be made through the bulkhead; releases will be made by pumping no less than 3 cubic feet per second into the stilling basin to maintain constant releases from the reservoir to the Florida River. F.The tunnel wyes upstream of the 4 - 2'- 3" x 2'- 3" High Pressure Gates. Water flow in the tunnel will be diverted to flow through gates 1 and 3 when work is being performed on gates 2 and 4, and the water will be diverted to flow through gates 2 and 4 when work is being performed on gates 1 and 3. G.Modify and repair 4 - 2'- 3" x 2'- 3" High Pressure Gates and hoists. This includes but is not limited to: 1.Furnishing and installing new composite self-lubricating high-pressure gate leaf seats and new bronze frame seats. 2.Performing surface preparation and applying coatings on the four high-pressure gate leaves and hoists. 3.Performing surface preparation and applying coatings on the four high-pressure gates. 4.Installing new hydraulic valves, pipe, and fittings at each hoist. H.Test the four high pressure gates under the equivalent pressure of lake head. This will be performed without charging the tunnel between the bulkhead and the high pressure gates. Pressure can be placed upstream side of the gates by installing an expansion bulkhead downstream of the wye. I.Close the High Pressure gates and fill the intake tunnel, and remove the bulkhead for the intake structure. J.Perform operational tests on all four high pressure gates. It is anticipated the contract will be a fixed price construction contract. This is a total small business set aside. The North American Industry Classification System Code (NAICS) is 237990 Other Heavy and Civil Engineering Construction with a small business size standard of $33.5M. The estimated magnitude of the requirement in terms of physical characteristics and estimated range is between $1,000,000 and $5,000,000. Anticipated award is for a contract with an estimated 16 month duration. Request for Proposal No. R16PS00929, using procedures prescribed by FAR Part 36 - Construction Architect-Engineer Contracts in conjunction with FAR Part 15 - Contracting by Negotiation, will be posted shortly after transmission of this synopsis.
