Description
INSTALL SHUNT TRIP BREAKERS FOR ELEVATORS The Defense Logistics Agency, Defense Supply Center/DLA Land and Maritime, Columbus Ohio has a requirement to Install Shunt Trip Breakers for Elevators located at the Defense Supply Center Columbus, Ohio. The award will be a firm fixed contract. Award will be based on the lowest evaluated price of the technically acceptable proposal meeting all of the solicitation requirements from responsible offerors with acceptable past performance. There will be one award made for this project. Award may be made without discussions. The following summary is for the purpose of general information and is not intended to include or describe every feature or item or to define the scope of work. It is expected that prospective contractors will attend the site visit and thoroughly familiarize themselves with the project prior to submitting a proposal. A site visit for this project is scheduled for 07 July 2016, 2:00 PM local time at Building 20 Lobby. Access to the Defense Supply Center/DLA Land and Maritime, Columbus, Ohio is restricted. All individuals wishing to attend the site visit will be required to request access no later than 24 hours prior to the site visit. Those individuals wishing to attend must provide their name and corporate affiliation to Andrea.Cline@dla.mil by email (no phone calls). The Defense Supply Center is a secure facility and individuals who do not preregister will not be granted access. Individuals will need to enter the Center through the Visitor Processing Center at 401 N. Yearling Road, Columbus Ohio 43213 and a valid federal or state issued photo identification will be required. PROJECT INFORMATION: The Request for Proposals will solicit for a single award firm fixed priced contract for work to be performed at the Defense Supply Center Columbus located in Columbus, OH. Disclosure of the Magnitude of Construction projects as required by FAR 36.204 for this project is between $25,000.00 and $100,000.00. *The contractor must pay special attention to the Proposal Submittal Instructions located in Section L and Evaluation Factors located in Section M of the solicitation. The NAICS for this project is 238210 SCOPE: The Contractor shall furnish all plant, labor, materials, supplies, testing, and supervision required in performing all operations in conjunction with this project in strict accordance with the Contract Specifications complete and subject to the terms and provisions of this contract. Contractor to comply with all applicable sections of NFPA, NEC, UFC 3-600-01, UFC 4-021-01 and DLA Memorandum for DLA Approval Policy for Fire Protection Drawing/Working Plans, Design Specifications. All fire alarm related design specifications, drawings/working plans, and calculations must be prepared, stamped/approved by a registered professional FPE or appropriate level NICET technician and a certification letter from the project FPE that states that all designs, plans, specifications, calculations are in compliance with UFC 3-600-01 and all other applicable criteria must be included. All items listed here must be submitted to DLA Fire Protection Engineer for approval prior to any materials being ordered. All services are to include engineered submittals, signed/stamped drawings, field technical labor, programming, pre-test, and life safety checkout when required. Contractor to provide material, installation, and technical support for the following: •· Remove (15) existing 100A, 480V disconnect switches and associated wiring to the elevator equipment panel(s) in Building 20. •· Provide & install (15) new 100A, 480V, 3-phase 18kAIC rated shunt trip type circuit breakers. •· Provide & install new #2 THHN wire & #6 ground wire from the new circuit breaker to the elevator equipment panel(s). •· Provide & install Simplex fire alarm system components that are compatible with the building fire alarm system to control the shunt trip breakers. Work will consist of but not be limited to: •o (30) individually addressable relay modules (IAM) •o (15) supervised individually addressable relay modules (IAM) •o (15) encapsulated type PAM-1 relay •o All necessary accessories, wiring, programming, testing etc...associated with the installation of these components •· Testing of all elevators for functionality and safety before returning the elevator back into service. All work is to be performed during normal duty hours (0630 - 1500) Monday-Friday excluding federal holidays. Unless approved by government contracting representative (COR) only one elevator is to be removed from service at a time. Elevator must be tested and witnessed as fully functioning before being returned into service by government representative(s). Only when that elevator is approved to be returned to normal service is the next elevator to be removed from service. The contract will be required by law to pay prevailing Davis Bacon Act wage rates for all construction work awarded under the contract. The Defense Supply Center Columbus is located in Franklin County, Ohio. PERIOD OF PERFORMANCE: All work associated with the performance of this project must be completed within 60 calendar days after receipt of the Notice to Proceed. The solicitation will close at 1:00 PM (Eastern) on 25 July 2016.
