Description
Draft Specification for HENRY BIGELOW FY16 Dockside Dockside Repairs to NOAA Ship HENRY BIGELOW The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the dockside repairs to NOAA Ship HENRY BIGELOW. The HENRY BIGELOW is 208.6 feet long overall, and its home port is Woods Hole, MA. Provide all labor, material, and equipment necessary to perform the following (subject to change): BASE ITEMS: Telescoping Crane Repair, Shore Power Connection Box Replacement, Main Propulsion Motor Bearing Inspections, Generator Inspections, Cleaning and Bearing Replacement, Mission Hydraulics Cooling Water Piping Modifications. OPTION ITEMS: Mission Hydraulic HPU Hose Renewal, 02 Deck - Deck Covering Replacement, 01 Deck - Deck Covering Replacement, 2 Deck - Deck Covering Replacement The solicitation will include a liquidated damages clause, but there will be NO REQUIREMENT FOR BID, PERFORMANCE, AND PAYMENT BONDS. The performance period will be approximately 54 calendar days, with a start date on or about December 10, 2016 and a completion date on or about January 27, 2017. Place of performance shall be at Naval Station Newport, Pier 2, 68 Peary Street, Newport, RI 02841. The date, time and place for an inspection of the ship is July 14, 2016 at 10:00 A.M. (local time) at Naval Station Newport, Pier 2, 68 Peary Street, Newport, RI 02841. Vehicle and personnel access to NOAA Ship HENRY BIGELOW for pre-proposal inspections is restricted via gated security and a background check will be performed by the USN prior to allowing anyone on the Base. All contractors, vendors, and visitors are required to make pre-arrival arrangements for access in advance (minimum of 1 week) by calling the Port Engineer, Ken Marston at 508-495-4708 (office) or 508-642-3986 (cell). This procurement is unrestricted. The applicable NAICS code is 336611, which has a corresponding size standard of 1,250 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. A draft copy of the Statement of Work (SOW) is attached to this notice for reference for those planning to attend the ship check. The RFP will be issued on or about July 6, 2016 with proposals due on or about August 5, 2016. The anticipated award date is September 1, 2016. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value, price and price related factors considered. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer. All responsible sources may submit an offer, which shall be considered by the agency.
