Description

The Defense Microelectronics Activity (DMEA) intends to issue a fixed-price, sole source, purchase order to Det Norske Veritas USA, Inc (DNV)., 1400 Ravello, Katy, TX 77449-5164 for ISO 9001 certification maintenance. DNV has provided all ISO 9001 audit services to DMEA since 2003. DNV's familiarity with the work to be performed justifies a limited competition because award to a firm that lacks this experience may result in an unacceptable delay in fulfilling DMEA's requirements. DNV's prior experience reduces the risk to DMEA that its needs will not be timely met. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(g)(1)(A) as implemented by Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available." The NAICS Code for this acquisition is 541330 Engineering Services, with a small business size standard of $15,000,000. This notice of intent is neither a request for proposal nor a solicitation of offers. Organizations may identify their interest and capability to respond to this requirement. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government. If no affirmative written responses are received by the due date indicating that comparable source exists, a contract will be placed with DNV. This notice is provided for information purposes only.
